What makes inventories different from other job advertisements? You only need to apply once to be considered for multiple job opportunities at the AS-04/ADM-04 group and level within the RCMP Security Intelligence Background Section (SIBS)!

Mandate
The RCMP Security Intelligence Background Section (SIBS) provides an enhanced security screening service to federal government departments. SIBS produces a comprehensive analysis of available police information about applicants, enabling client departments to accept or reject them for specific access or entitlement. The analysis supports departmental efforts to prevent the infiltration by criminal organizations and other criminals who may seek to further their enterprises or engage in other acts that may threaten public safety or national security.
Duties
Investigative Researchers provide comprehensive analysis of all police information, available through RCMP databases, of prospective applicants proposed by client departments for security clearance based on risk assessment. Analysis is focused on complex cases, referred by Primary Researchers, requiring further intensive investigation. Findings enable client departments to accept or reject applicants for work, access or refugee status.
SIBS has been established within the RCMP to provide a security screening service to federal government departments in their need to ensure that identified individuals are vetted and eligible for security clearance which renders them eligible for specific work, access or entitlement.
KEY ACTIVITIES
Investigative Researchers (IRs) review reports prepared by Primary Researchers (PRs) to verify that all information related to an individual within the primary databases is complete and accurate. The IRs expand the search through all available databases and investigates linkages to other individuals, criminal organizations, events and circumstances to develop a comprehensive document of an individual’s past encounters with law enforcement.
The IRs then contact the originating police/law enforcement agency responsible for the substance of the information related to each applicant for vetting purposes and acquires third party approval to share a summary of the information with the requesting client department for risk assessment and security clearance purposes.
The IRs subsequently develop a detailed assessment including any adverse information of individual applicants to present a complete and balanced risk assessment for subsequent review by the requesting client department.
The IRs provide detailed explanations of information/intelligence incorporated into the risk assessment of each applicant providing a complete and balanced basis on which the client department can ultimately render a decision to grant or deny a security clearance to an individual.
The IRs also provide information and guidance to junior staff as to investigative process and analytical outcomes as required.
This inventory will be used to establish a partially or fully qualified pool of candidates which may be used to staff Investigative Researcher positions within SIBS in the RCMP in the National Capital Region, on an indeterminate or specified period (including term, acting, assignment/secondment or casual) basis, with various linguistic profiles and various security profiles.

*Significant experience conducting law enforcement or security investigations.
Experience preparing detailed reports related to law enforcement or security (such as Crown Briefs, Information to Obtain Search Warrants, Affidavits, Expert Analysis Reports, Intelligence Reports, etc.).
*Significant experience working or liaising with law enforcement partners.
*Significant experience using databases for the purpose of gathering information during law enforcement or security investigations.
* Significant is defined as the depth and breadth of experience normally acquired with the execution of a diverse range of complex activities. This includes the extent, depth, complexity and diversity of tasks and cases and the degree of autonomy from those activities. Applicants must clearly demonstrate their roles and responsibilities relating to the experience.
Previous policing experience.
Experience working in a specialized investigative unit in law enforcement such as: Major or Serious Crime, Criminal Intelligence, Commercial Crime, Drug Enforcement, Organized Crime.
May be required to work overtime.
