This position is located in a law enforcement environment which includes regular contact with uniformed and armed police officers.
The immediate need is staff four full-time permanent positions in Surrey, BC.
A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a term, indeterminate, or acting basis) in the Corporate Management & Comptrollership Branch, Finance Section or in National Accounting Services located in Surrey, BC.
Once established, the qualified pool will be valid for a period of one year and may be extended.
Should a Civilian Member be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member.

ESSENTIAL QUALIFICATIONS
EDUCATION:
Graduation with a degree from a recognized university with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.
OR
OCCUPATIONAL CERTIFICATION:
Eligibility for a recognized professional accounting designation.
The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).
EXPERIENCE:
• Recent* and significant** experience working in one or more of the following areas of financial management:
o Planning and Resource Management (includes costing);
o Accounting Operations (includes revenue management, internal controls and reporting);
o Financial Policy; or
o Financial Systems (includes elements of internal control).
• Recent* and significant** experience in providing financial advice to clients and/or senior management in one or more of the areas noted above.
• Significant** experience in the use of MS Excel.
• Experience in the use of MS Word and/or MS PowerPoint.
• Experience in using an integrated financial system such as SAP, Oracle Financials, or
ACCPAC, etc.
* For the purposes of this staffing process, "recent" means within the last four (4) years.
** For the purposes of this staffing process, "significant" is defined as the depth and breadth of experience normally acquired through the performance of a broad range of related activities in the field of work in question over a period of approximately eighteen (18) months. Breadth of experience refers to the work environment; the complexity of the work; and different work perspectives, such as program and corporate service delivery, regional operations and central agency roles.

For the purposes of the Office of the Comptroller General’s FI Competency Profiles and Dictionary, the four FI functional competencies are defined below. Please note that if you have worked as an FI, your experiences should fall into one of the four FI functional competencies noted below.
1. Accounting Operations – Design, development and implementation of systems, processes and procedures that systematically record, report, analyze and track financial transactions related to revenues and expenditures.
2. Planning and Resource Management – Provision of advice, guidance and financial services in the areas of planning, budgeting, costing and reporting to ensure the efficient and effective use of departmental resources.

The successful applicant will have to obtain, as a minimum, an Enhanced Reliability Status. In some cases/positions, a Top Secret Security Clearance may also be required. The process also requires a Security/Reliability Interview, a field investigation in matters of Criminal Activities, credit/finances, education, employment, references, etc.
Any or all of the asset qualifications, operational requirements, and organizational needs may be used for the screening of applications.
Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs.
