We’re renovating!

In the coming months, the complex Portage III will be temporarily vacated for extensive renovations. Employees will be moved to temporary office space locations in downtown Ottawa. The next set of moves will begin in fall 2018 to L'Esplanade Laurier at 140 O’Connor Street. As each phase of the project nears completion, employees will be moved back to the newly renovated Portage III complex.

The renewal of the Portage III complex is slated to create a world-class headquarters for PSPC. The modernized campus will feature the latest in greening solutions and will integrate a broad spectrum of design elements intended to improve employee wellness, and reflect a more modern way of working.

Work environment

PSPC is looking to staff positions across the different branches in support of the following duties:

• Support the delivery of IM/IT-enabled projects within the department by incorporating project management best practices to successfully plan and execute IM/IT-enabled projects that meet business needs of the department.

• Support Integrated Service Management and the business intake process across the department capturing business requirements and scope for new requests, coordinating service proposals in response to internal departmental and client partner business needs, and strategic issues management.

• Meet the needs of end-users by ensuring IM/IT services are provided to end-users and departmental business lines.

• Support the delivery of innovative solutions which align to the Government of Canada direction by architecting, developing, and managing IM/IT services while ensuring compliance on departmental IT Security.

• Support mission critical functions such as end user productivity and mobility tools, PSPC Cloud Service & Print Operations, and SSC liaison for mandated and optional services.

• Support the delivery of Government of Canada enterprise solutions, including MyGCHR, Pay Systems, GCdocs, GCcase, GCshare, and GCinterop.

• Provide IM/IT advice and support, including for the establishment of service level agreements for IM/IT, and in the design and development of applications and custom support to other government departments through managed agreements.

• Support the delivery of internal Public Services and Procurement Canada IM/IT service delivery.

Intent of the process

ANTICIPATORY PROCESS: A pool of partially qualified candidates will be established through this process to staff identical or similar positions within the Public Services and Procurement Canada with various language requirements and various security requirements. The pool of partially qualified candidates may also be open to other Government Departments. These positions may be of different tenures. Please note that deployments at level may be considered to staff any available positions at any point during the selection process.

Positions to be staffed in the National Capital Region have bilingual language requirements (Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC).

Education:
ED1 - Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed; or an acceptable combination of education, training, and/or experience relevant to the position.

Notes:
Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

Experience:
EXP1 – Recent* and significant** experience in any of the following (but at least a minimum of one): designing, developing, testing or delivering IM/IT products or services using defined methodologies and best practices.
EXP2 – Recent* experience working collaboratively within a team on IM/IT projects or initiatives.
EXP3 – Recent* and significant** experience providing analysis and advice on IM/IT strategies or plans to senior management***.
EXP4 – Recent* and significant** experience leading a team or supervising staff of at least two people, including assigning duties to team staff and managing their performance.
EXP5 - Experience in contract management or financial management, e.g. managing a budget, forecasting, planning, and reporting.

Note:
* Recent experience is defined as the experience acquired within the last five (5) years.

** Significant is defined as depth and breadth of experience normally associated with the performance of those duties at the CS-03 or higher level or private sector equivalent (junior supervisor, team leader IM/IT) on a regular basis for a period of two (2) or more years.

*** Senior management indicates director level or above.

AEXP7 – Experience with an enterprise service bus such as Oracle Services-Oriented Architecture.

AEXP8 – Experience in test automation processes, techniques, and tools.

AEXP9 – Experience in IT security, risk assessment, or business continuity planning/management.

AEXP10 – Experience developing and/or managing IM/IT policies, plans, governance, or service level agreements.

AEXP11 – Experience in client relationship management

AEXP12 – Experience analyzing business or functional requirements for IM/IT projects or services or developing IM/IT solutions to meet business needs.

AEXP13 – Experience providing input into the development of key project or service documentation, such as service proposals, business cases, solutions options analyses, project charters, or project management plans.

AEXP14 – Experience supporting IM/IT or IT-enabled projects using recognized project management methodologies.

AEXP15 – Experience with vendor relationship management.

AEXP16 – Experience establishing and maintaining collaborative working relations with internal and external stakeholders.

AEXP17 – Experience in information management, e.g. the development of information management plans, collaboration sites, electronic records management schemes, etc.

AEXP18 – Experience in data management or database management, e.g. master data management, DAMA DMBok, ETL processing, EDW, data relationships, metadata management, governance catalog, or IBM Information Server and other similar products

AEXP19 – Experience in data analytics or data science, e.g. Big Data, predictive data analysis, data trends analysis, and related products and services in support of these functions, whether common off-the-shelf (COTS) or open-source.
