Intent of the process

This process will initially be used to staff:

One (1) specified period position; and

One (1) position on a permanent basis (anticipatory)

A pool of qualified candidates will be established and may be used to staff similar positions at this group and level with various linguistic profiles and security requirements, conditions of employment for various future permanent and/or temporary vacancies within the Public Health Agency of Canada across Canada.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Education:
A secondary school diploma or employer-approved alternative (see note).

-A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
-An acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
1. Experience in planning and monitoring an Emergency Management program or a Business Continuity Program.
2. Experience leading and participating in one or more of the following: project teams, working groups or committees.
3. Experience leading and participating in activations and exercises.
4. Experience in providing operational recommendations to leaders or clients in an activated Emergency Operations Centre.
5. Experience in the use of software programs, including MS Word, MS PowerPoint and MS Excel.
6. Experience in public speaking.

Education:
1. Successful completion of at least 4 courses in Emergency Management from a recognized post-secondary institution in Canada.
2. Successful completion of at least 4 courses in Business Continuity Management from a recognized post-secondary institution in Canada.
3. Successful completion of a Certificate, Diploma or Degree in Emergency Management from a recognized post-secondary institution in Canada.
4. Successful completion of a Certificate, Diploma or Degree in Business Continuity from a recognized post-secondary institution in Canada.

Knowledge:
1. Knowledge of regulations, systems, goals/objectives, processes, programs and plans pertinent to emergency management or business continuity in Canada.
2. Knowledge of the Incident Command System.
3. Knowledge of emergency response organizations as they pertain to public health emergencies.
4. Knowledge of the role of the Public Health Agency of Canada and the National Microbiology Laboratory’s role in public health emergencies.
