About the job: As a Policy Analyst within the Strategic Policy Sector, you will be part of a dynamic team working on synthesizing and analyzing information to ensure that the Department’s policies align with the Minister of Fisheries and Oceans mandate commitments as well as the broader Government of Canada policy agenda. Policy Analysts within the Strategic Policy Sector have a unique opportunity to manage key relationships with Central Agencies, other departments, and even other jurisdictions and internal agencies/governments.

Policy Analysts within the Strategic Policy Sector have the opportunity to work in a number of key areas such as:
• Drafting and processing Cabinet documents, including undertaking independent analysis
• Advancing the departments legislative and regulatory agenda (Fisheries Act revisions,
Species at Risk Act)
• Providing support to the sector’s goal of international leadership to secure market access for Canadian fish and seafood products and promoting Canada’s environmental and conservation goals in an international setting (WTO, OECD, United Nations)
• Assisting in the analysis on horizontal and cross-cutting policy issues such as Canada’s North and climate change
• Contributing to the Department’s reconciliation with Indigenous Peoples by negotiating fisheries elements of modern treaties, respecting self-government agreements, and supporting meaningful indigenous programs while maintaining nation to nation relationships and partnerships.

A pool of qualified candidates may be established and could be used to staff positions with various language requirements and various security requirements within the Department of Fisheries and Oceans. These positions may be staffed on a permanent or temporary basis (term, acting, assignment, secondment).

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE:
- Experience in preparing documents such as policy / position papers, regulatory proposals, presentations, briefing notes, reports or research papers;
- Experience conducting analysis and making recommendations for strategic or operational policy issues;
- Experience engaging and maintaining relationships with internal or external partners or stakeholders;
- Experience in analyzing broad socio-economic program/policy issues.
EDUCATION:
- Graduation with a Master’s degree from a recognized postsecondary institution

EXPERIENCE:
- Experience participating in the development of Cabinet documents;
- Experience in representing your organization at domestic or international meetings, committees or working groups (for instance, composed of representatives from governments, organizations and other stakeholders);
- Experience supporting consultation and engagement activities;
- Experience in working on the development of legislative, regulatory, parliamentary or appointments initiatives;
- Experience conducting research and analysis related to identity factors including sex, gender, race, ethnicity, age, and mental or physical disability (i.e. GBA+) within the context of government policy and programs.
