A pool of qualified candidates will be created as a result of this process for permanent and / or temporary appointments. The process is primarily aimed at meeting needs for operational icebreaking services in Montreal, Quebec. If required, the pool could also be used to fill similar positions with the Canadian Coast Guard.

EDUCATION
-High school diploma or acceptable combination of education, training and / or experience.
OCCUPATIONAL CERTIFICATION
-Obtain before December 1st, 2019, a valid Watchkeeping Mate certificate or Valid Watchkeeping Mate, Near Coastal certificate of Competency issued under the CANADA SHIPPING ACT, 2001 Marine Personnel Regulations SOR/2007-115 or a valid Maritime Command Naval Officer Professional Qualification (NOPQ) - RCN (or equivalent).
EXPERIENCES
-Minimum of 12 months of at-sea experience (within the last 36 months) as deck officer in charge of a watch of a Canadian Coast Guard vessel, a Canadian Royal Navy vessel or a Merchant Marine vessel, OR
-Minimum of 12 months of experience (within the last 36 months) as coordinator or assistant coordinator of marine rescue in a joint rescue coordination centre (JRCC) or a maritime rescue sub-centre (MRSC), OR
-Minimum of 12 months of experience (within the last 36 months) as officer/watch supervisor in a Marine Communications and Traffic Services Centre (MCTM), OR
-Minimum of 12 months of experience (within the last 36 months) as officer in an operational centre like the Regional Operations Centre of the Canadian Coast Guard.
OCCUPATIONAL CERTIFICATION
-Valid Chief Mate Near Coastal Certificate of Competency (or higher) issued under the Canada Shipping Act, 2001 Marine Personnel Regulations SOR/2007-115 or equivalent.
EXPERIENCE
-Experience as chief officer or captain onboard a vessel.
-Experience in providing Icebreaking Operations Services.
Various language requirements
-Due to its unique character, this essential qualification could be assessed and required solely upon appointment. It is therefore the candidate’s responsibility to inform the person in charge of the selection process if he/she obtains the linguistic requirements after the pool has been established. Also, a person who initially failed linguistic testing could be reintroduced into the pool of qualified candidates during the pool’s validity period if, for example, he/she is assessed again through another selection process or following linguistic training.

-Knowledge of the roles and responsibilities of the Icebreaking, Escorts and Flood control program;
-Knowledge of the characteristics of the maneuverability of merchant vessels in ice infested waters.

-Ability to receive and analyze simultaneous service requests and to create an action plan rapidly to limit delays;
-Ability to explain operational decisions and to remain calm despite criticism;
-Ability to communicate effectively orally;
-Ability to communicate effectively in writing.

-Good interpersonal relationships;
-Decisiveness.
KNOWLEDGE
-Knowledge of the geographical characteristics of the Central and Arctic Region of the Canadian Coast Guard.

-A rotating shift schedule is used to maintain a 24/7 service;
-Be part of a stand-by schedule with possibility of call back for overtime work;
-Medical : In accordance with position standards;
-Wear the Canadian Coast Guard uniform while on duty as described in the Canadian Coast Guard uniform directive.
