Intent of the process

The immediate intent is to fill two (2) positions on an indeterminate basis. However, a list of partially qualified candidates* will be established and will be used to fill similar positions with various language requirements, tenures and security requirements within Fisheries and Oceans Canada.

* By "A pool of partially qualified candidates", it means that the Second Language Evaluation will be assessed at the time of the appointment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
- Experience* working with geographical information systems.
- Experience* delivering geomatics products and services.
- Experience* with conducting analyses based on geographic information.
- Experience analyzing complex issues, developing recommendations and providing advice.
- Experience preparing and writing various documents (e.g. analytical documents or summary reports or briefing notes or presentations) for supervisors or higher level management.

* Candidates applying for the EC-05 positions must have significant experience. This is defined as experience associated with the performance of a large number of complex activities, taking into consideration the scope of duties and responsibility level normally possessed by an individual who has worked in this area for at least two years (24 months).

ASSET QUALIFICATIONS
The criteria below are asset qualifications, as such they are not essential to the positions to be staffed. However, it could be a factor when determining the best fit at the appointment stage.

EDUCATION:
- Degree (master's or doctorate) from a recognized university in a relevant field.
- Degree or diploma from a recognized postsecondary institution with specialization in geomatics or a related field.
- Degree from a recognized post-secondary institution in Economics.

Degree equivalency

EXPERIENCE:
- Project management experience related to the field of geomatics or geography.
- Experience using statistical methods to provide analysis on geospatial datasets, including (but not limited to) transportation data (e.g. marine, rail, road, air).
- Experience consulting and collaborating with other federal departments, agencies and/or external stakeholders.
- Experience contributing to, producing, or coordinating strategic policy documents for management.
- Experience with image processing and Earth observation systems (i.e. remote sensing).
- Experience working with Automatic Identification System (AIS) data and/or Environmental data (e.g. weather, wind, wave, tides).
- Experience in setting up, using, and maintaining relational databases.
- Experience developing and using programming and scripting languages (e.g. C, Java, Python, .Net).

OPERATIONAL REQUIREMENTS:
- Willingness and ability to work overtime on short notice.
- Willingness and ability to travel on occasion.
