DUTIES
Every employee of our team, in any job, at any level, is involved in contributing to the protection of Canadian by ensuring the transportation security both in the air and on the ground.

Your role as a Chief in Security Technology will be managing a technical team involved in safeguarding the integrity and security of Canada’s aviation transportation system for both freight and passenger transportation

You will collaborate with various stakeholders from the aviation security industry, including other federal governments and agencies, and stakeholders all over the world.

The Aviation Security Operations Group is comprise of an Executive Director, an Associate Director and approximately 76 full-time employees distributed among the 6 sections of the Aviation Security Branch.

Place de Ville, on Sparks street, is a large complex incorporating four office buildings and two large hotels on two city blocks, with all buildings interconnected through an underground commercial area (i.e. restaurants, coffee and bakery shops, local retail businesses, indoor parking), very convenient when Mother Nature is not cooperating.

Intent of the process

A pool of partially qualified candidates will be created and may be used to staff similar positions with various tenures, various security clearance levels,and/or various linguistic profiles within Transport Canada in the National Capital Region.

Education

Completion of an *acceptable training program in electronics technology or an **acceptable combination of education, training and experience.

*An acceptable training program in electronics technology involves the completion of two to three years of post-secondary study in this subject.

**An acceptable combination of education, training and experience is defined as a high-school diploma and relevant training, plus 5 (five) years of work experience with electronics technology or with another technology field.

Degree equivalency

EXPERIENCE

Significant* experience in the management of complex** technology projects.

Experience in developing and implementing performance standards, procedures or technical specifications in a regulated operational environment.

Experience in the conduct of testing, evaluating or monitoring the performance of complex** security technologies, systems and processes.

Experience consulting and negotiating with internal and external stakeholders***.

Experience in preparing reports and providing strategic advice to management on complex** issues.

Definitions

*Significant experience means at least 3 years in the field of expertise within the last 5 years. The experience sought is related to security technology and NOT Information Technology (IT).
**Complex involves at least two (2) of the following criteria:
(1) Multidimensional (i.e. impacts more than one: operational and technical requirement).
(2) Classified and sensitive information.
(3) Impacting several partners or stakeholders.
(4) Could have a significant national or international impact.
*** Stakeholders is defined but not limited to: government agencies, manufactures, associations.

EDUCATION
Degree from a recognized university with specialization in electrical engineering, chemistry or physics.

Degree equivalency

EXPERIENCE

Experience evaluating and testing performance verification and assessment of security screening technologies used to screen cargo and baggage in air transportation systems.

Experience evaluating and developing research project proposals related to security technology.

Experience developing and delivering training material.

Experience as a Chair or a member of working group, study group or task force with International State authorities.

Experience in the threat risk assessment process.
