Duties

Plans, organizes, and assists in the implementation of a regulatory oversight program for monitoring the regulatory compliance of railway signal systems; participates as an expert in railway signal systems while conducting regulatory oversight activities; conducts regular meetings with railway companies and road authorities to promote railway safety or to address safety concerns; formulates recommendations for safety improvements under the federal Rail Safety Improvement Program; participates in the investigations of accidents; provides technical information and opinions to provincial and municipal authorities and to railway employees concerning regulations and standards.

Conducts follow-up of detected infractions of regulations; determines actions to be taken to enforce the law in the event of willful non-compliance; issues notices and orders under Section 31 of the Railway Safety Act when a threat or immediate threat to safety exists; assists in the preparation of legal proceedings if necessary including requests for legal documents; consults federal government Crown attorneys and testifies in court as an expert in his/her field.

Intent of the process

A pool of qualified candidates may be established and used to staff one (1) indeterminate position in Toronto; it could also be used to staff other similar positions of various tenures and/or various linguistic requirements within Transport Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Successful completion of a post-secondary education program from a recognized post-secondary institution OR an acceptable combination* of education and experience.

*Acceptable combination is defined as a secondary school diploma and at least three (3) years of work experience with railway signals.

Degree equivalency

Experience:

• Experience in dealing with stakeholder representatives for works related to railway activities.

• Experience in managing projects related to railway activities.

• Experience in providing technical advice.

• Experience in preparing technical reports.

• Recent and significant* experience in the inspection, testing, and evaluation of railway signal installations or the technical oversight thereof.

*Recent and significant experience is defined as the depth and breadth of experience associated with having performed a broad range of various complex activities normally acquired over a period of three (3) years within the last five (5) years.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Asset Qualifications:

• Experience in auditing and/or quality control.
• Experience in the railway industry with respect to planning, coordinating, and administering programs.
• Experience in the delivery of education and awareness programs.
• Experience in risk management and risk assessment.
• Experience in the management of financial and human resources.
