Duties

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Reporting to the Assistant Superintendent of Corporate Services, the position of CIO is OSFI’s highest Information Management and Information Technology (IM/IT) leadership role. As such, it is accountable for the establishment and execution of the enterprise wide IM/IT strategy, and ensures its alignment with OSFI’s business strategy and the delivery of capabilities required to achieve organizational success.

The successful candidate will possess in-depth IM/IT knowledge and experience applying that knowledge to successfully meet business requirements, including experience in acquiring, managing and processing data to meet business needs in transforming industries. As a leader you have the demonstrated ability to learn and adapt to new technologies, new business relationships and requirements, and new business cultures/environments. Developing, coaching, and leading staff (at all levels, including Executive) is a key responsibility of this position.

EXPERIENCE
- Experience as a CIO in an organization comparable to OSFI, leading the development of Information Management and Information Technology (IM/IT) strategies, including the ongoing strategic direction and oversight of the design, development/delivery/operation of IM/IT systems and programs that fulfill the needs of the business. (enterprise architecture, information management, application management, cyber security, client relationship management and infrastructure/operations support).

- Significant experience in related, industry-leading, large, cross-functional teams or enterprise wide programs, influencing senior executives and key stakeholders, effectively across the organization and within complex and disruptive contexts.

- Experience in leading Information Management and Information Technology (IM/IT) transformational initiatives in complex and dynamic environments; interfacing with data management specialists and taking advantage of digital opportunities to innovate business models and enable the digitalization of the business.

- Executive level experience managing human and financial resources:
a) Strategic sourcing management of Information Management and Information Technology (IM/IT) resources including employees, contractors, consultants and hosted service providers.
b) Setting the workplace culture to attract, develop, and retain a multi-disciplinary team of professionals.
c) Managing complex budget and financial resources, relating to operating, project, and capital expenditures.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
