The Construction Project Estimator, CORCAN is a member of the construction team and is responsible for preparing estimations by gathering information and specifications, preparing material take offs from blueprints, and estimating time, labour costs, material and other costs for the projects. This position works collaboratively with various CORCAN groups, within CSC and with clients. They also supervises offenders guiding them in learning and completing similiar tasks.
This position works at a correctional institution or community location in an environment where offenders are present on a daily basis. The individual will provide supervision and training to offenders as it relates to construction project estimation. In addition, this position is required to visit various institution and community CORCAN locations where offenders work.
There are four immediate indeterminate vacancies. A pool of qualified candidates will be established and may be used to fill similar positions of permanent or temporary tenures within Correctional Service Canada.

EDUCATION:
Successful completion of secondary school and graduation from a recognized technical Institution in construction estimation, construction technology or an acceptable combination of education, training and experience.
EXPERIENCE:
Experience in the construction field;
Experience in cost estimating in commercial/industrial construction related disciplines.
EDUCATION :
University degree in civil or construction engineering;
Construction Estimator Certification issued by a recognised Association/Institute;
Trade certification (carpenter, electrician, plumber etc.).
EXPERIENCE:
Extensive and recent experience in cost estimating in construction related disciplines;
Experience in using MS Project Software;
Experience in working in construction related field;
Experience working in a correctional environment (institution or community);
Experience instructing in an educational environment;
Experience in development of spreadsheets used for tracking or estimating purposes.

KNOWLEDGE:
Knowledge of the Correctional Service of Canada’s mission and corporate objectives;
Knowledge of CORCAN’s offender employment and employability program;
Knowledge of construction estimation and practices;
Knowledge of standards and codes governing building, such as the National Building Code (NBC) and the Canada Labour.
ABILITIES:
Ability to read and interpret construction drawings and specifications;
Ability to analyze and make recommendations on construction related matters;
Ability to prepare schedules for projects and to prepare cash flow projections using information from schedules and estimates;
Ability to communicate effectively orally and in writing.
