Intent of the process

The intent of this process is to staff 8 positions on a permanent basis, with a Bilingual Imperative BBB/BBB linguistic profile . A pool of fully qualified and partially qualified candidates may be established to staff similar or identical positions within Elections Canada with various tenures.

EDUCATION

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management, project management or another specialty relevant to the position to be staffed.

Or

At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager.

Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCES

- Recent* experience of a minimum of 6 months in guiding IM/IT activities for a functional team, in one or more areas such as application development (including .Net, COTS, open source and the development of cloud-based solutions, etc.), infrastructure and operational system support, IT security, enterprise architecture, enterprise data management and quality assurance, other areas at manager’s discretion.

- Recent* and significant** experience in analysing and documenting client requirements and recommending solutions.

- Recent* and significant** experience participating in the implementation of IM/IT solutions to achieve objectives of clients or management.

- Recent* and significant** experience in one or more of the following IM/IT disciplines:
• Infrastructure and Operations
• Application Development
• Database and Data Administration
• Project Management
• Enterprise Architecture
• IM/IT Security.

*Recent experience is defined as experience that was acquired within the last five years.

**Significant experience is defined as experience that was a core part of the applicant’s employment and that would normally be acquired over a period of 12 months or more by performing the full range of activities noted.

- Certification applicable to the position, such as but not limited to the Microsoft suite, ITIL, PMP, TOGAF, Agile and CISSP
(ITIL: Information Technology Infrastructure Library
PMP: Project Management Professional
TOGAF: The Open Group Architecture Framework
CISSP: Certified Information Systems Security Professional).

ASSET/EXPERIENCES

- Recent * experience totaling a minimum of 6 months (with increments of a minimum of two or more weeks) in supervising the activities of a team, including delegating work, monitoring progress, providing feedback and coaching employees.

- Recent* experience participating in the development of cost estimates or resource requirements.

- Recent* and significant** experience leading initiatives that leverage the engagement of clients or business partners.

- Recent* and significant** experience in procurement of IM/IT-related goods and service or contracts for the provision of IM/IT-related goods or services.

- Recent* and significant** experience in implementing cyber security solutions and related trends.

- Recent* and significant** experience with development methodologies.

- Recent* and significant** experience in delivering training to clients.

*Recent experience is defined as experience that was acquired within the last five years.
