Duties

The Culture and Conduct Risk Division (CCRD) is seeking motivated individuals to participate in the supervision, analysis and assessment of Canada’s federally regulated financial institutions (FRFIs) using a risk-based approach. CCRD is part of the Non-Financial Risk Group of the Risk Support Sector within OSFI. A pool of qualified candidates is being established to staff potential vacancies arising within CCRD. The candidate’s accountabilities may include:

• Interacting with Senior Management, Board of Directors and other key stakeholders at FRFIs.
• Assessing the inherent risks and determining factors that drive the risk profile at FRFIs.
• Ongoing monitoring of FRFIs including analysing regulatory returns and other information, with an emphasis on capital strength and emerging risks.
• Leading assessments/reviews of significant activities or control functions at FRFIs.
• Working with OSFI’s Risk Support Sector, including specialists from both the Financial Risk and Non Financial Risk streams, such as the Credit Risk Division, Market and Liquidity Risk Division, Capital Model Approvals Division, Operational Risk Division, Technology Risk Division, and Culture and Conduct Risk Division.
• Working with representatives from OSFI’s Pensions Division.
• Working with external supervisory partners (National and International).
• Identifying best practices and emerging trends.

Intent of the process

The immediate intent is to staff various Bilingual Imperative (CBC/CBC) positions and various English Essential positions through this staffing selection process.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles (English Essential or Bilingual Imperative), security profiles and various tenures, which may vary according to the position being staffed.

ESSENTIAL EDUCATION
● A university degree with specialization in commerce, law, business, finance, economics, business administration, behavioural science OR an acceptable combination of education, experience and/or training.

Degree equivalency

ESSENTIAL EXPERIENCE
● Recent and significant experience working in the financial services industry* in two of the following areas:
o Risk Management (credit, market, liquidity or operational risk)
o Regulatory Compliance
o Internal/External Audit
o Financial analysis/management
o Corporate governance
o Risk governance
o Strategic governance
o Recovery and resolution planning
o Compensation practices and Conduct risk (i.e. behaviour, ethics)

*Financial services industry experience is defined as experience working in a financial institution, including banks, insurance companies, pension funds, wealth management firms, accounting firms (dealing with audits), and consulting firms, as well as government departments that directly deal with the supervision and regulation of these institutions or other relevant areas.

● Experience in liaising with and making presentations to Senior Management and/or Boards of Directors at FRFIs.

● Extensive knowledge of current and emerging trends at FRFI’s in at least two of the following areas: corporate governance, risk governance, strategic governance, regulatory compliance, recovery and resolution planning, compensation practices, behaviour and ethics.
● Strong knowledge of the Canadian and international business and regulatory environments in which FRFIs and their subsidiaries operate.
● Strong knowledge of current and emerging regulatory risks and risk management practices in the financial services industry, and challenges experienced by FRFIs in dealing with them.
● Strong knowledge of relevant global risk management principles and OSFI guidance, and their application to larger and smaller FRFIs.
