Assessment accommodation

Employment and Social Development Canada (ESDC), including the Labour Program and Service Canada is building a stronger and more inclusive Canada, to support Canadians in helping them live productive and rewarding lives and improving Canadians' quality of life. The Transformation and Integrated Service Management Branch (TISMB) is responsible for transforming how ESDC delivers its services to Canadians. It was established in 2016 to enable the Department to align with the Government of Canada's priority of delivering citizen-focused services and to achieve the outcomes of the ESDC Service Strategy. We enable the Department to improve service delivery in a way that responds to needs of clients while providing employees with modern tools. TISMB oversees the transformation of departmental services to Canadians, leads key transformation initiatives, and enhances opportunities for service management integration through standardized approaches, strategies, and processes. We also deliver statutory benefits and ensure continued operations and support to those programs throughout the modernization.

Intent of the process

The purpose of this process is to staff positions within the Transformation and Integrated Service Management Branch. A pool of qualified or partially qualified candidates may be established and could also be used to staff similar positions of various tenures within Employment and Social Development Canada.

EDUCATION

A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE FOR BOTH STREAMS

EX1: Experience providing advice and recommendations to senior management on service offerings, procedures, program or service delivery.

EX2: Experience coordinating programs, projects or services within and across business lines.

EX3: Experience building and maintaining successful partnerships with stakeholders*.

*Definition of Stakeholders: an individual, group or organization who collaborates on or have an interest in the success of the project, and can be within or outside the organization that is sponsoring the project.
 

EXPERIENCE FOR STREAM 1 - BUSINESS ANALYST

EX1: Experience performing at least three of the following activities:

• planning and executing activities (e.g. determining scope of work, planning activities and providing decisions on deliverables);
• creating, mapping and evaluating processes;
• analyzing requirements, developing strategies and resolving complex issues;
• assessing proposed solutions against the business needs, anticipate outcomes and requirements;
• presenting results and recommendations to clients;
• monitoring and tracking the implementation of business processes.
 

EXPERIENCE FOR STREAM 2 - PROCUREMENT

EX1: Experience performing at least two of the following activities:

• developing procurement strategies and plans;
• coordinating contractual documentation (i.e. statement of work, task authorization, procurement plans, etc);
• developing and assessing criteria or bid evaluation;
• presenting contractual results, solutions or recommendations to clients;
• monitoring and tracking contractual timesheets, burn rates or invoices.

OCCUPATIONAL CERTIFICATION

Certification in Business Analysis (CCBA, CBAP, PMI-PBA).

Certification in Project Management (PMP, Prince 2 or similar).

Certification in recognized Process Improvement methodology (Lean, Hammer and Co. or similar).
 

EXPERIENCE

AEX1: Experience creating and delivering presentations to internal team members and senior officials.

AEX2: Experience leading one or more elements of a project such as risk and issue management, schedule management, change control management, documentation and reporting (including dashboards) and project artifacts*.

AEX3: Experience in preparing or writing support documentation such as: business cases, workflow diagrams, data flow diagrams, user stories, Project Management Plan, Procurement Plans, Project Charters, reports and dashboards.

AEX4: Experience leading Process Improvement initiatives.

AEX5: Experience using Microsoft Visio, Igrafx or MS Dynamics.

AEX6: Experience working in Agile Scrum or Kanban environments.

AEX7: Experience developing content for contractual documentation such as but not limited to statement of work, evaluation criteria and task authorizations.

*Project artifacts could include Project Charters, Business Case, and Requirements.
