- Directs the planning and coordination of all flight test activities undertaken by the Flight Test Division in support all aeronautical product design approvals requiring flight test support or oversight and acts as an operational engineering test pilot to supplement or complement staff pilots.
- Provides strategic and operational advice, support and recommendations related to flight test issues to senior management, industry and foreign civil aviation authorities.
- Provides strategic and operational engineering flight test advice and direction on the application of regulations, standards, policies and procedures as they apply to aeronautical product design approval/certification and directs the provision of specialized flight test expertise to Civil Aviation staff members, Transport Canada, other government departments, delegates, the aerospace industry, industry associations, international airworthiness organizations and the public.
- Directs Flight Test Division support to the Continuing Airworthiness Division for the review and determination of corrective action for continuing airworthiness issue on aeronautical products and the review and response to recommendations for Civil Aviation and other investigative authorities.
- Manages the review and approves on behalf of the Minister, Aircraft Flight Manuals (AFMs), Master Minimum Equipment Lists (MMELs) and Flight Test Operations Manuals (FTOMs).
- Provides direction for the conditions for authorization of Ministerial delegation for design approval of aeronautical products to individuals and organizations.
- Manages the activities of the National Aircraft Certification Flight Test Division including financial, human resource, Occupational Safety and Health (OSH) an administrative requirements.
- Participates as a member of the National Aircraft Certification (NAC) branch management team and the Aircraft Certification Coordination Team (ACCT).
Our office is located at 159 Cleopatra Drive, Nepean, Ontario.
The results of this process will initially be used to staff one (1) position indeterminately. The position being staffed is bilingual non-imperative BBB/BBB. Thus, we encourage unilingual candidates to apply.
A pool of qualified candidates will be established to staff similar positions on an indeterminate, determinate or acting basis, within Transport Canada in the National Capital Region.

ED1: Graduation with a degree in a related field such as engineering, mathematics, or science from a recognized post-secondary institution or eligibility for certification as a professional engineer in Canada; and
ED1.1: Successful completion of a one year Engineering Test Pilot course recognized by Transport Canada
OR
ED2: Graduation with a degree in Engineering from a recognized post-secondary institution or eligibility for certification as a professional engineer in Canada; and
ED2.1: A significant* number of years of comprehensive on-the-job training/experience as a test pilot with a manufacturer of civil certified transport category aircraft.
*Significant is defined as the depth and breadth of the on-the-job flight test training associated with having conducted the developmental flight test activities normally required for the design validation and certification of a transport category aircraft over a period of at least 5 to 10 years on a full-time basis.
OCCUPATIONAL CERTIFICATION
OC: Possession of a valid Canadian Airline Transport Pilot Licence (ATPL) - Airplane Category with valid Group I or Helicopter Category with a valid Group IV Instrument Rating and possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical)
EXPERIENCE
EX1 : Significant experience* as a pilot-in-command of a number of aircraft types.
EX2: Significant experience* in the engineering flight test of aircraft.
EX3: Experience managing professional staff in an aeronautical product design, development, certification, operational or flight test environment.
