Plans, organizes and manages the delivery of Regional icebreaking services to mariners with other Canadian Coast Guard Regions using appropriate tools and mechanisms.
During the ice season, assesses the prevailing ice and meteorological conditions to strategically position icebreakers, provide recommended ice routes, ice-related safety bulletins and warnings as well as respond to requests for icebreaking services in cooperation with the Superintendent, Regional Operations Centre (ROC), and other regions as required. Monitors water levels and ice conditions for the prevention of ice jams and flooding.
Plans and manages human, financial and material resources allocated to the program. Supervises Ice Operations Officers / Technical Assistants, and the Canadian Ice Service (CIS) Ice Service Specialist (ISS) assigned to the Ice Office.
Analyzes information regarding the Icebreaking Program and proposes strategies, advices and recommendations when required. Writes and prepares planning documents, briefing notes and presentations for the director, managers and clients.
Identifies the priorities and requirements needed to meet the National Icebreaking Levels and Standards of Service, and monitors compliance via support to the Icebreaking Operations Data Information System (IODIS).
Develops and maintains relationships with clients and partners at the regional level and contributes to their achievements at the national program level as well. Consults clients and partners relatively to their needs and concerns, informs on the activities of the program, and negotiates prioritization of the services when required.
Acts as the regional spokesperson for public and media inquiries regarding the mandate and activities of the Icebreaking program.

A pool of qualified candidates will be created as a result of this process for indeterminate and / or temporary appointments. The process is primarily aimed at meeting needs for operational icebreaking services in Montreal, Quebec. If required, the pool could also be used to fill similar positions with the Canadian Coast Guard.

A secondary school diploma or an acceptable combination of education, training and/or experience.
A certificate of watchkeeping officer capacity issued under the authority of the Canada Shipping Act, Marine Personnel Regulations (SOR / 2007-115) or the equivalent of training Standards of Training Certification and Watchkeeping (STCW).
Experience in managing human and financial resources;
Significant experience in ice navigation*.
*By Significant, we mean two full seasons in ice navigation.
Hold a degree from a recognized university in a field related to the position.
Experience working with and maintaining relationships with clients, partners or government stakeholders at various levels of government;
Experience in the management of icebreaking operations;
Flood control experience;
Escort experience in ice-congested waters.
Various language requirements
For position currently being filled the imperative CBC / CBC bilingual profile is required. Due to its unique character, this essential qualification could be assessed and required solely upon appointment. It is therefore the candidate’s responsibility to inform the person in charge of the selection process if he/she obtains the linguistic requirements after the pool has been established. Also, a person who initially failed linguistic testing could be reintroduced into the pool of qualified candidates during the pool’s validity period if, for example, he/she is assessed again through another selection process or following linguistic training.
