Assessment accommodation

Two (2) indeterminate positions to staff within the following disciplines:
- Senior Advisor, Security;
- Senior Advisor, Application Development.

Intent of the process

The immediate intent of the process is to staff two (2) permanent positions with bilingual language profile BBB/BBB.

A pool of fully qualified and partially qualified candidates may be established to staff similar positions within Elections Canada (bilingual language profile BBB/BBB or English/French Essential) with various tenures according to the position to be staffed.

EDUCATION

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Or
At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCE

- Recent* experience formulating and implementing IT plans or strategies to achieve client or management objectives.
- Recent and significant** experience as a subject matter expert in one or more of the following disciplines:
• IT Security;
• Application Development;
• Database and Data Administration;
• Infrastructure/Operations;
• Enterprise Architecture.
- Recent and significant** experience providing guidance, advice and recommendations to management and project teams related to IM/IT applications or products or services.
- Recent and significant** experience working collaboratively with multi-disciplinary teams on IM/IT projects or initiatives.
- Recent and significant** experience in the management and resolution of significant problems in the context of an IT discipline.

*Recent experience is defined as experience that was acquired within the last five (5) years.
**Recent and Significant experience is defined as experience that was a core part of the applicant’s employment and that would normally be acquired over a period of four (4) years or more within the last seven (7) years by performing the full range of activities noted.

ASSET/EXPERIENCE

- Recent* experience in leading and participating in working groups or committees at the department or inter-departmental level;
- Recent* experience working with vendors to achieve department’s objectives;
- Recent* experience producing solution models for application and network architecture and solutions as a service (SaaS);
- Recent and significant** experience working with cyber security tools such as but not limited to firewalls, proxy systems, Intrusion Detection and/or Prevention Systems, Security Information and Event Management platforms, Virtual Private Network appliances or any other advanced security platforms (must describe how the tool/system relates to the field of cyber security);
- Recent and significant** experience with the development and maintenance of IT solutions, which includes business analysis and application development;
- Recent* experience in leading the operational support and maintenance of a government Department or Agency’s mission critical application infrastructure;
- Recent and significant** experience working on complex integrated IT infrastructure dealing with multi-disciplinary teams of technical Subject Matter Experts;
- Recent* experience in implementing IT architectural frameworks, standards, plans and designs;
- Recent* experience designing and documenting one or more architecture domains such as: application architecture, technology architecture, security architecture, business architecture, information architecture, cloud architecture or enterprise architecture.

*Recent experience is defined as experience that was acquired within the last five (5) years.
** Recent and Significant experience is defined as experience that was a core part of the applicant’s employment and that would normally be acquired over a period of TWO (2) years or more within the last FIVE (5) years by performing the full range of activities noted.
