Stream 2 - Senior Program Manager (PM-06) / Manager, Planning, Communications and Integration Unit (AS-07)

We anticipate the assessments to begin the week of May 21st, 2019 and to be completed by July 10th, 2019. In order to allow us to meet this strict deadline, candidates should make themselves available as required during this specified time frame. Scheduling of alternative test dates will only be considered for exceptional reasons.

Duties

STREAM 1
→ Program Advisor (PM-05)
Analyzes, reviews and advises on socio-economic development strategies, policies, opportunities, plans, funding proposals and other initiatives in order to recommend next steps to different stakeholders to ensure coherence with departmental standards and consistency of approach towards clients. Leads and/or participates in regional, cross-directorate community teams and other corporate initiatives such as audits reviews, agreement renewals, etc. in order to research, develop options, prepare policy positions, and recommend next steps for pressing or emerging economic development and/or multi-faceted community based issues and opportunities to provide integrated and improved services to clients.

STREAM 2
→ Senior Program Manager (PM-06)
Plans and directs the development, implementation and monitoring of programs and services and leads multi-disciplinary project teams. Provides leadership and direction to the overall management of the program, develops and manages processes with partners / stakeholders and clients, harmonizes service delivery, and maximizes the use of information management technology.

→ Manager, Planning, Communications and Integration Unit (AS-07)
Delivery of front-line services and strategic advice to senior management, MPs and the Minister’s assistant. Delivery of regional services in communications, results-oriented integrated strategic planning and intergovernmental and interdepartmental relations and delivery of advice and support to senior management and the Atlantic Region regarding the internal and external environments.

Intent of the process

The intent of this process is to staff several indeterminate positions in the Atlantic Region. Most of the positions to be staffed are located in Amherst, Nova-Scotia. Linguistic profile requirements as well as tenures and/or security clearance may vary according to the position being staffed.

A pool of qualified candidates will be established to staff similar or identical positions at Indigenous Services Canada (ISC) in the Atlantic Region.

Education (Stream 1 - PM-05)
• Graduation with a degree (baccalaureate or higher-level degree) from a recognized post-secondary institution;
OR
• An acceptable combination of education, training and experience defined as completing one (1) year of post-secondary education, and at least five (5) years of relevant work experience.

Education (Stream 2 - PM-06/AS-07)
• Graduation with a degree (baccalaureate or higher-level degree) from a recognized post-secondary institution.

Degree equivalency

Experience (Both Streams)
• Significant* and recent** experience in providing strategic advice, analysis, and recommendations to Senior management.
• Recent** experience in building and maintaining relationships, consulting and collaborating with various internal and/or external stakeholders.

Experience (Stream1 - PM-05)
• Significant* and recent** experience in the delivery of a service or a program.

Experience (Stream 2 - PM-06/AS-07)
• Significant* and recent** experience managing the delivery of a service or a program.
• Experience in managing human resources***

NOTE:
*Significant experience refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were the candidate’s primary work responsibilities. It will be assessed on the basis of the scope, complexity and the diversity of the work performed.

At the PM-06/AS-07 level, a period of approximately five (5) years is considered significant experience, while at the PM-05 level, significant experience is approximately two (2) years.

**Recent experience is defined as having been acquired within the last five (5) years.
