ANTICIPATORY PROCESS
In this selection process, there are two (2) streams:
STREAM 1 – ELECTIONS CONTRIBUTIONS AND EXPENSES MANAGER
STREAM 2 – SENIOR ELECTIONS EXPENSES AUDITOR
You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. Failing to do so could result in your application being rejected.
The Office of the Chief Electoral Officer, commonly known as Elections Canada, is an independent, non-partisan agency that reports directly to Parliament. Elections Canada has both operational responsibilities such as being prepared to conduct a federal general election and regulatory responsibilities, such as the administration of the political financing provisions of the Canada Elections Act.
In anticipation of the next general election, the Political Financing and Audit Branch and the Deputy Chief Financial Officer Branch are seeking Elections Contributions and Expenses Managers and Senior Elections Expenses Auditors with a financial background.

The intent of the process is to staff permanent positions with various language requirements (Either English or French essential or bilingual imperative BBB/BBB profiles).
In addition, pools of fully qualified candidates may be established to staff similar positions within Elections Canada with various language requirements and/or profiles and various tenures according to the position to be staffed.

Education (FOR ALL STREAMS):
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group OR eligibility for a recognized professional accounting designation (CPA, CA, CMA or CGA).
Note: The term «eligibility» for a recognized professional accounting design means that a candidate has met all academic and occupational requirements including those with respect to degrees, examinations, and experience without having to have obtained or maintained actual registration, certification or membership in a professional association.
Experience:
ALL STREAMS
Recent* and significant** experience in conducting audits such as internal, compliance or financial.
Significant ** experience in providing guidance to internal or external clients.
Significant** experience in analyzing and evaluating complex*** financial information.
*Recent experience is defined as experience gained within the last five (5) years.
**Significant experience is defined as experience associated with having performed a range of related activities, which could normally be acquired over a minimal period two (2) years.
***Complexity refers to situations that require knowledge of many interconnected elements and of the relationships between these elements to arrive at a solution.

Education :
Possession of a relevant professional accreditation (CPA, CA, CMA, CGA or CIA).
Experience:
STREAM 1 – ELECTIONS CONTRIBUTIONS AND EXPENSES MANAGER
Experience in human resources supervision.
STREAM 2 – SENIOR ELECTIONS EXPENSES AUDITOR
Recent* experience in developing and/or delivering financial or auditing training.
*Recent experience is defined as experience gained within the last five (5) years.
Reliability Status security clearance
Availability and consent to work overtime often on short notice.
Consent to observe strict political impartiality and neutrality for the duration of employment.
