In this selection process, there are five (5) streams:
STREAM 1 – FINANCIAL AUDIT
STREAM 2 – BUSINESS INTELLIGENCE
STREAM 3 – QUALITY ASSURANCE
STREAM 4 – FINANCIAL SYSTEMS
STREAM 5 – FINANCIAL ANALYSIS

The Office of the Chief Electoral Officer, commonly known as Elections Canada, is an independent, non-partisan agency that reports directly to Parliament. Elections Canada has both operational responsibilities such as being prepared to conduct a federal general election and regulatory responsibilities, such as the administration of the political financing provisions of the Canada Elections Act.
In anticipation of the next general election, the Political Financing Branch and the Office of the Deputy Chief Financial Officer are seeking officers, auditors and analysts with a financial background.

The intent of the process is to staff permanent positions and positions for a temporary period of 24 months with various language requirements (Either English or French essential or bilingual imperative BBB/BBB profiles).
In addition, pools of fully qualified candidates may be established to staff similar positions within Elections Canada with various language requirements and/or profiles and various tenures according to the position to be staffed.
Positions to be filled: At least five (5) permanent positions and two (2) positions for a temporary period of 24 months.

Education (FOR ALL STREAMS):
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group OR eligibility for a recognized professional accounting designation (CPA, CA, CMA or CGA).
Note: The term «eligibility» for a recognized professional accounting design means that a candidate has met all academic and occupational requirements including those with respect to degrees, examinations, and experience without having to have obtained or maintained actual registration, certification or membership in a professional association.
Experience:
ALL STREAMS
Experience in analyzing and evaluating financial information.
Experience in providing guidance to internal or external clients.
STREAM 1 – FINANCIAL AUDIT
Recent* experience in conducting audits such as compliance, financial or internal audits.
STREAM 2 – BUSINESS INTELLIGENCE
Recent* experience in analyzing quantitative data, integrating information from numerous sources and verifying records and/or documents for accuracy and completeness.
Recent* experience in the use of statistical or data management tools to transform data into useable datasets, databases and other useable formats.
STREAM 3 – QUALITY ASSURANCE
Recent* experience in analyzing business processes and operating practices based on quality assurance principles.
STREAM 4 – FINANCIAL SYSTEMS
Recent* experience in the configuration, maintenance or testing of financial systems on various platforms.
STREAM 5 – FINANCIAL ANALYSIS
Recent* and significant** experience in extracting, compiling and analyzing financial information, preparing reports and making recommendations.
*Recent experience is defined as experience gained within the last five (5) years.
**Significant experience is defined as experience associated with having performed a range of related activities, which could normally be acquired over a minimal period two (2) years.

ASSET QUALIFICATIONS
Education (FOR ALL STREAMS):
Possession of a relevant professional accreditation (CPA, CA, CMA, CGA or CIA).
EXPERIENCE:
STREAM 1 – FINANCIAL AUDIT
Significant** experience in conducting financial audits such as compliance, financial or internal audit.
STREAM 2 – BUSINESS INTELLLIGENCE
Experience in working with SAS Enterprise Guide.
STREAM 3 – QUALITY ASSURANCE
Significant** experience in conducting quality audits or assessments.
STREAM 4 – FINANCIAL SYSTEMS
Significant** experience in developing operational requirements used to develop, maintain and test financial systems.
STREAM 5 – FINANCIAL ANALYSIS
Experience in budgeting, costing and financial analysis in the federal government.
Experience in using financial management systems in the federal government.
Significant** experience in preparing and analyzing audited financial statements.
**Significant experience is defined as experience associated with having performed a range of related activities, which could normally be acquired over a minimal period two (2) years.
Reliability Status security clearance
Availability and consent to work overtime often on short notice.
