Duties

AS-03 – Executive Officer Coordinator
• Coordinate the governance, distribute and ensure quality of correspondence in the Assistant Deputy Minister's (ADM) office.
• Communicate with the ADM, the Chief of Staff and the Manager of Executive Services to ensure the transmission of sensitive or classified correspondence, and make sure that effective and timely actions are taken on urgent files.
• Provide documentation and information required for senior management to participate in departmental committees and meetings. Prepare agendas, coordinate issues, and ensure that necessary logistical arrangements are made.
• Obtain detailed information, provide advice and information, negotiate deadlines for urgent correspondence and documentation, follow up on various files and discuss priorities with various stakeholders.

PM-03 – Program Advisor
• Support the management and conduct of the project with stakeholders.
• Support the establishment of project activities, deliverables and timelines to meet expectations.
• Ensure the integration of financial risk and acquisition elements according to project management principles
• Contribute to the monthly coordination of dashboards and the preparation of the monthly report for the Branch.
• Support the delivery of initiatives.
• Support the Branch in portfolio management.
• Work with clients to tailor services, products or solutions to their needs.
• Anticipate client needs and questions to provide quality service.

PM-04 – Program Consultant
• Review and analyze information, provide advice and recommendations to improve and bring the information up-to-date in accordance with prescribed policies and standards.
• Develop the required training and functional guides to implement new and updated programs and services, and delivers training and information sessions.
• Plan and implement project management phases according to accepted procedures.
• Coordinate the establishment of issue specific committees, ensure follow-ups, and participate in national or regional working groups of an operational nature.
• Provide technical expertise, advice and guidance on a variety of relevant programs and initiatives to ensure integrity and consistency of service delivery.

PM-05 – Senior Program Advisor
• Lead, chair, facilitate or participate on inter/intra-organizational committees, project teams and/or working groups
• Brief, provide recommendations and conduct negotiations with other service delivery organizations towards the final approval of collaborative agreements, and/or partnerships with partners.
• Establishe and maintain positive relations with various partners, other levels of government to develop, maintain, or improve service strategies.
• Provide expert service improvement advice and risk mitigation strategies to executive management based on trend analysis and the perspective of stakeholders.
• Monitor and analyze legislation, departmental policies, programs, systems, service delivery mechanisms and recommend new tools and necessary improvements.
• Participate in the negotiation of agreements with representatives from other levels of government and stakeholders.

Integrity Services Branch – What we do

Each year ESDC delivers over $120 billion in benefits; processes approximately 3 million Employment Insurance (EI) applications; puts approximately 375,000 individuals into pay for either Canada Pension Plan (CPP) or Old Age Security (OAS) pension benefits; issues over 4.6 million passports; conducts close to 350,000 inspections, reviews and investigations for the EI, CPP, OAS, and the Temporary Foreign Worker Program (TFWP) and issues 345,000 new Social Insurance Numbers to newborns.

Our Branch is mandated to support and enhance the integrity of some of the largest statutory programs and services in the Federal Government. We are responsible for preventing, detecting, and managing suspected error, fraud and abuse in core benefit programs including EI, CPP, OAS, the TFW and the International Mobility Program (IMP). ISB aims to uphold Canadians’ trust in our department to fairly provide the right benefits to the right people, and to ensure that personal information remains protected.

Finally, our branch is mandated to systematically weave Departmental security activities into daily operations to ensure that individuals, information, assets and services are protected and safeguarded; that risks to other departments or the government as a whole are mitigated; and that critical services and operations continue in the event of an emergency.

Intent of the process

A pool of partially and fully qualified candidates may be established to staff similar or identical positions within Employment and Social Development Canada with various tenures (indeterminate, specified period, acting, casual).

MOST OF OUR POSITIONS ARE BILINGUAL with a linguistic profile of BBB/BBB for the AS03/PM03/PM04 and CBC/CBC for the PM05 positions. Pools will also be established for unilingual English or French positions.

Screening
The first stage of this advertised appointment process is the screening of applications. During this stage, the selection board reviews the submitted applications to validate that the applicants meet the required criteria to go to the assessment stage. Those essential criteria are the area of selection, education and experience. If they are not met, your application will be rejected. Asset qualifications can also be validated during this stage but are only desirable for some positions to be filled. They are not mandatory and your application cannot be rejected if you don’t meet all of them.
When answering these questions, please provide detailed, concrete examples that clearly demonstrate HOW YOU meet the requirement. Failure to clearly substantiate how you meet the screening criteria may result in the rejection of your application. Candidates will not be solicited for incomplete or possible missing information.

At this stage, you must remember to:
• Submit your application within the prescribed deadline.
• You must clearly demonstrate, using concrete examples from your past work experience, how you meet each of the experience qualifications that are identified on the advertisement. Please note that it is not sufficient to only state that the criteria is met, you must provide clear, accurate and concise details and examples on how it was acquired.

Assessment
If the screening committee determines that you have clearly demonstrated how you meet the experience elements, you will be contacted for an evaluation.
• The elements to be assessed in this process are the languages proficiency and the competencies.
• It takes several weeks before candidates are contacted for an evaluation.
• The selection board has a variety of assessment methods to choose from, including:
- written examination;
- interview
- reference check.

To prepare effectively, think of your past experiences and successes that highlight the list of competencies, For your information, before beginning its assessment process, the selection board establishes a rating guide. This guide clearly indicates how each qualification will be assessed and what assessment criteria will be used.

- Using the asset qualification(s) or a random selection of applicants may be done as part of a volume management strategy.
