Intent of the process

The intent of this process is to fill one (1) indeterminate position in Port Rowan (Protected Areas Program Coordinator) and two (2) 3-year term positions in Toronto (Natural Heritage Coordinator and Protected Areas Program Coordinator). A pool of qualified candidates may be established through this process and used to staff similar positions with various tenures (indeterminate, specified period, deployment, acting, acting extensions, assignment, secondment) and/or security status (reliability or secret) within Environment and Climate Change Canada in the Ontario Region.

ED1: Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or other science relevant to the position.

Degree equivalency

FOR ALL STREAMS:
EX1: Significant* experience implementing, planning or managing wildlife, habitat conservation or habitat management projects.
EX2: Significant* experience in providing science-based advice to decision-makers on ecosystem, habitat or species conservation issues.
EX3: Experience working effectively with Indigenous peoples, environmental non-government organizations or local governments on natural resource conservation projects or programs.
EX4: Significant* experience analyzing information, interpreting and preparing written reports summarizing scientific information on Canadian ecosystems, Canadian habitats or wildlife species.
EX5: Significant* experience leading or participating on multi-jurisdictional or multi-disciplinary teams or partnerships focused on wildlife, habitat or ecosystems.

FOR STREAM 1 (Natural Heritage Coordinator):
EX6: Experience producing nature conservation plans or action plans for species at risk or other habitat or species conservation plans.

FOR STREAM 2 (Protected Areas Program Coordinator):
EX7: Experience in leading teams of employees.
EX8. Significant* experience planning and implementing fieldwork in terrestrial or wetland environments.

FOR STREAM 3 (Habitat Ecologist):
EX9: Significant* experience planning and implementing field-based monitoring of coastal wetlands in the Laurentian Great Lakes.

* Significant experience refers to breadth and depth of experience and is defined as a combination of time spent doing the activity, as well as, type of work handled related to the experience criteria. Such experience is normally acquired when having performed the duties over a period of three (3) years.

K1: Knowledge of principles and practices of habitat or ecosystem management.
K2: Knowledge of principles for managing parks and protected areas for terrestrial wildlife species (Parks and Protected Areas as defined by the International Union for the Conservation of Nature).

FOR STREAM 3 (Habitat Ecologist):
K3: Knowledge of Laurentian Great Lakes coastal wetland flora, fauna, and ecology.

FOR ALL STREAMS:
A1: Ability to communicate effectively orally.
A2: Ability to communicate effectively in writing.
A3: Ability to plan, organize and set priorities.

AED1: Graduation with an advanced degree (Masters, Doctorate) from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

AED2: Post-secondary diploma or certificate from a recognized post-secondary institution in Geographic Information Systems (GIS).

AED3: Possession of a certificate or diploma from a recognized post-secondary institution in the field of electronic data management or fish and wildlife management or ecosystem management or ecological restoration.

Degree equivalency

FOR ALL STREAMS:
AEX1: Experience in geospatial analysis - using different ESRI Geographic Information System (GIS) program components to produce maps to inform environmental program decisions with respect to ecosystem conservation or environmental assessment.

FOR STREAM 1 (Natural Heritage Coordinator):
AEX2: Experience in negotiating agreements, Memoranda of Understanding or partnerships for wildlife or habitat conservation.
AEX3: Experience leading or coordinating multi-partner conservation planning processes using spatial information to prioritize habitat for conservation actions.

FOR STREAM 2 (Protected Areas Program Coordinator):
AEX4: Experience in managing a protected area.
AEX5: Experience in the supervision of staff.
AEX6: Experience overseeing construction or maintenance projects.
AEX7: Experience managing a budget.
AEX8: Experience in the procurement of goods and services.
AEX9: Experience applying occupational health and safety practices in a field or office environment.
AEX10: Experience acquiring or securing land.

FOR STREAM 3 (Habitat Ecologist):
AEX11: Experience operating real-time kinematic global positioning systems.
AEX12: Experience operating and maintaining water quality probes.
AEX13: More than 20 hours experience for each of: 1. navigating small power-driven marine vessels (<6metres), 2. navigating canoes, and 3. towing trailers with a motor vehicle.

FOR STREAM 1 (Natural Heritage Coordinator):
AK1: Knowledge of Canadian tools for protecting habitat on different land tenure types.
AK2: Knowledge of adaptive management of natural systems.

FOR STREAM 2 (Protected Areas Program Coordinator):
AK3: Knowledge of waterfowl management principles and techniques, or Species at Risk protection and recovery.
AK4: Knowledge of the Migratory Bird Convention Act, Species at Risk Act or Canada Wildlife Act.

FOR STREAM 3 (Habitat Ecologist):
AK5: Knowledge of quantitative statistical methods in ecology.

Conditions of employment may vary depending on the position to be staffed. They may include some or all of the following:

• Willing and able to travel; this could include travel to remote locations and by small boats or small aircraft.
• Willingness to be away from home for up to three weeks at a time on work-related travel.

• Willing and able to work in adverse environmental conditions.
• Willing and able to work overtime, irregular hours, and weekends on occasion.
• A valid unrestricted Ontario G-class driver’s license or equivalent from another jurisdiction.
• Assessment addressing the Occupational Health requirements for the position (e.g., Health Canada Preplacement or valid Category III Occupational Health Assessment Report indicating individual has met medical requirements)
