Intent of the process

This is an anticipatory selection process to staff potential future vacancies in the Newfoundland and Labrador and Quebec Regions at the EX-02 group and level.

This appointment process will be used to staff the following EX-02 position in Mont-Joli, Quebec - Regional Director, Science

A pool of qualified candidates will be established and could be used to staff other similar positions with various tenures within Fisheries and Oceans Canada.

EDUCATION:

Graduation with a degree from a recognized university

Degree equivalency

EXPERIENCE:

Experience in leading management teams in a decentralized regional environment

Experience in establishing and maintaining partnerships with various levels of government, communities, First Nations, Aboriginal groups, industry or other stakeholders

Experience in dealing with politically sensitive issues and in providing related strategic advice to senior management on the execution of regional programs

Recent* and significant** experience in managing human*** and financial resources ****

Notes:
*Recent experience is understood to mean experience acquired within the last four (4) years.

**Significant experience is understood to mean the depth and breadth of the experience normally acquired by performing a broad range of various, complex related activities over a minimum period of two (2) years.

*** For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed labour relations issues, managed and assessed performance, developed and implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.

**** For financial management applicants must show evidence of managing, allocating and being accountable for a budget. This experience is defined as being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

EDUCATION:

Graduation with a Master’s or Doctoral degree from a recognized university

Degree equivalency

Experience:

Experience in the management of renewable resources or in the management of scientific research on renewable or non-renewable resources

Knowledge of economic, social and political issues affecting the federal government as they relate to DFO programs at the national and international level, particularly as they relate to the Newfoundland and Labrador and/or the Quebec Region

Knowledge of the fishing and oceans industries and the departmental policies, programs and legislation that support and regulate these industries, including resource and environmental assessment processes
