Public Services and Procurement Canada (PSPC) manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada’s real property expert. We are actively looking for motivated and energetic engineers and architects with a background in project management who are eager to work in a professional and dynamic organization. As a member of the Science and Parliamentary Infrastructure Branch, you will be responsible for managing all aspects of project development and delivery and will be supervising the work of teams in the planning, design, construction, commissioning and evaluation of assigned engineering and architectural projects.

As part of the SPIB team, you’ll have the opportunity to collaborate with federal and municipal partners on a range of urban planning initiatives to project delivery that will influence the evolution of Parliament Hill and surrounds.
SPIB provides a single point of service delivery to Crown assets within the Precinct in partnership with its parliamentary partners: the Senate of Canada, the House of Commons and the Library of Parliament. Other clients include the Privy Council Office and the Prime Minister’s Office. SPIB also manages the space for commercial tenants leasing properties along Sparks Street. Services offered by SPIB to its clients and partners include: accommodation planning, capital projects delivery, building operations and maintenance to ensure ongoing operations of government within rehabilitated and modern facilities.

A pool of partially qualified candidates will be established through this process to staff Project Manager positions within the Department of Public Services and Procurement Canada across Canada.

EDUCATION
ENG: Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.
AR: Graduation with a degree* in architecture from a recognized post-secondary institution OR Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, rural planning, community planning or some other specialty relevant to landscape architect and town planner positions.
*A degree is defined as a baccalaureate or higher level degree, as established by educational authorities.
EXPERIENCE
1. Experience in managing financial and human resources.
2. **Extensive Real Property project management experience related to planning and development or construction of buildings (construction includes buildings, infrastructure, interior fit up) or engineering assets. This includes from the planning to the delivery of projects, with varying degrees of ***complexity and magnitude in an environment of competing demands.
3. Experience in managing* project teams including: stakeholders, consultants and contractors.
4. Experience in providing guidance, strategic advice and recommendations to senior management and clients in two or more of the following areas: accommodation planning, project management, construction technology, cost estimation, sustainable development and construction scheduling.
*Management experience of approximatively 5 years.
**Extensive experience is defined as the management of several projects/components that are strategically or thematically linked; to qualify on this factor, candidates must demonstrate they manage or have managed the strategic component as well as various types of projects including large projects with a high degree of technical difficulty.
*** Complex projects must include 2 or more of the following characteristics: large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).
ASSET EXPERIENCE
1. Experience with procurement processes and contract management related to real property or other large industry projects.
2. Experience in leading files related to environmental sustainability.

ASSET KNOWLEDGE
Knowledge of Government of Canada financial management policies, principles and practices, including government contracting policy, budgets and financial planning, analysis and reporting.

Willing and able to travel (i.e., occasional visits to construction sites).
Agree to access and work at active construction sites.
Agree to overtime on short notice and on weekends.
