What do you need to know about us: What are ASCs (Analytics Service Centres)?

ADM (DIA) officially stood up in July 2018 with the mission to provide strategic leadership, governance and guidance to successfully transition the Department of National Defence/Canadian Armed Forces (DND/CAF) to a data-driven organization, with people who manage data as an enterprise asset and use it effectively for evidence-based decision-making. The new branch will be instrumental in DND/CAF embracing a data-driven culture and harnessing the utility of data through the application of analytics to drive deliberate decisions and measurable actions to create a more agile and innovative enterprise.

A primary focus for ADM (DIA) is the establishment and implementation of Analytic Support Centres (ASCs) across DND/CAF. Each Level One (L1) organization within the DND/CAF is expected to establish an ASC to enable and support analytics users within their structure. The L1 ASCs will form a network of federated enablers, using a hub-and-spoke model, where ADM (DIA) is the hub, and the L1/stakeholder ASCs are the spokes. It is envisioned that a number of L1s may require analytics on a broader scale, due to geographic dispersion, higher numbers of L2s, client needs and/or maturity; therefore they may implement more than one ASC and operate a hub-and-spoke model within their organizational structure.

To satisfy this emerging enterprise network of ASCs, in excess of 150 positions have been identified for staffing most within the AS-02/03/04/05/06 levels. These are not your typical Administrative positions. Consider the attached SOMCs.

The result of this process will be used to create a pool of partially qualified candidates to staff current and future AS-05 and AS-06 positions in Analytics Service Centres within DND, across Canada.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Information Science, Analytics, Computer Science, Economics, Sociology, Statistics or in any other field relevant to the work to be performed.

Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

Experience:
AS-05 / AS-06
Experience conducting research (problem definition, data collection, analysis and interpretation, reporting).
Experience providing written reports, briefing notes, memoranda and / or other official documents to senior management committees or working groups.
Experience identifying and analyzing problems and making recommendations to senior management.
Experience managing and negotiating with clients, service providers, and stakeholders.

Position 1: AS-05
Experience in development performance measurement metrics, tracking and reporting on progress.
Experience in the analysis of system data, identification of incorrect values, or developing options for resolution.
Experience Conducting advanced quantitative analyses and preparing reports and presentations.

Position 2: AS-05
Experience supervising a team.
Experience in the coordination of solution implémentations.
Experience in developing and delivering presentations and training.
Experience in Performance Management.

Position 3: AS-06
Experience in strategic and corporate planning and reporting as well as performance management.
Experience providing advice and guidance to senior management.
Experience managing human resources and financial resources.

Experience in crafting or maintaining Business Intelligence or Defence Analytics products to support decision making.

Experience using Defence Resource Management Information System (DRMIS), SAP, Business Objects Web Intelligence.
Experience in liaising with another government organization (federal, provincial or territorial).

Position 3: ASC Manager (AS-06)
Experience in any of the following within the Analytics field:
- Establishing and maintaining a Data Analytics Program Center.
- Coordinating service delivery with other Data Analytics Program Centers
- Identifying and engaging with potential clients, to build awareness and support for Analytics
- Participating in Analytics governance forums as required
- Monitoring trends in Analytics to identify best practices and opportunities to expand ASC service delivery offerings.
- Structuring the delivery of the overall data analytics program and its related services.
- Supporting the various initiatives performed in a data analytics program
- Providing administrative support to the data analytics program
- Providing performance management support to the data analytics program.
- Reporting with various datasets on the data analytics
