► INSTRUCTIONS TO FOLLOW

Applicants must submit a complete application, consisting of a résumé and covering letter which clearly demonstrates how they meet the education and experience factors listed under the essential qualifications, as well as any of the asset qualifications that may apply. In their cover letter, applicants must use the education and each of the experience factors as headings and write a paragraph or two for each showing, using concrete examples, how they meet the requirements.

For example, describe the kind of position(s) occupied and provide a precise description of the tasks performed for each position. The covering letter will be used as the primary tool in the screening process and the résumé will be used to substantiate the information provided. Failure to clearly demonstrate in your application how you meet the screening criteria (Education and Experience) will result in the rejection of your application.

Intent of the process

A pool of partially or fully qualified candidates may be established to staff similar positions within the Federal Public Service with various tenures, various linguistic requirements (English essential, French essential, English or French essential, bilingual imperative of various levels), various operational requirements and/or various conditions of employment.

EDUCATION:

ED1 - Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

EX1: Experience in policy research and analysis.
EX2: Experience in developing recommendations for management* on policy or program issues.
EX3: Experience in collaborating with multiple partners or stakeholders on strategic initiatives or objectives.
EX4: Experience in preparing documents (such as, research reports, issue analyses, planning documents, briefing notes or presentations) on strategic issues or initiatives.
EX5: Experience providing committees or working groups with analytical support and secretariat/logistical services.

*Management is defined as management positions who have authority for key decisions affecting an organization’s processes and operations.

EDUCATION:

AED1 - Master’s degree from a recognized post-secondary institution.

EXPERIENCE:

AEX1 - Experience working on Government of Canada policy priorities.

►Random and/or Top Down Selection may be used at any time to identify which applicants will be further assessed. Please note that achieving a pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any of the evaluations used throughout the selection process.

► Other qualifications may be taken into consideration in the selection decision.

► Selection board members may consider any information or communications obtained throughout the selection process to assess the criteria identified on the Statement of Merit Criteria.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
