Duties

Within the Fredericton Procurement Hub of Fisheries and Oceans Canada (DFO), this is a supervisory/team lead position for candidates proficient in advanced procurement. A candidate in this position is able to work autonomously in a fast-paced and adaptive environment, lead complex files within their assigned area of responsibility, and provide advice and guidance to management, clients and other stakeholders (internal and external) on procurement related issues.
The team leader will provide guidance, instruction, direction and leadership to contracting officers for the purpose of achieving organizational goals. The team leader will also be responsible for developing skills of contracting officers.
They also have a good understanding of departmental operations and the linkages between business lines, procurement and other corporate services.

Fisheries and Oceans Canada is the federal lead for safeguarding our waters and managing Canada's fisheries, oceans and freshwater resources. We support economic growth in the marine and fisheries sectors, innovation in areas such as aquaculture and biotechnology and help ensure healthy and sustainable aquatic ecosystems through habitat protection and sound science. As a procurement team lead you will support the delivery of these programs on a national basis.

EXPERIENCE:

­Significant* experience in providing advice and recommendations to management*** on contracting issues, strategies or initiatives
­Recent** experience conducting analysis in order to identify efficient methods of procurement.
Recent** experience supervising, mentoring or coaching employees.
­Significant* experience in the delivery of complex**** procurement services.
Significant* experience in providing advice and guidance to clients on the procedures and policies related to procurement of goods and services.

DEFINITIONS:
*Significant experience is defined as the depth and breadth of your experience normally acquired with the performance of those duties for a cumulative period of 12 months within the last five (5) years.
**Recent experience is defined as 6 months over the past 5 years.
***Management is defined as Manager Level and above.
**** Complex is defined as having experience in at least four (4) of the following elements:

1. Involving multi-million dollar projects;
2. Involving consultations with multiple stakeholders;
3. Involving multi-year or multi-phased projects;
4. Involving multiple trade agreements;
5. Involving high profile or high risk projects (e.g. scope, security, emergency, departmental priorities, etc.);
6. Involving the negotiation of price or non-standard terms and conditions;
7. Involving the resolution of bid evaluation issues;
8. Involving the resolution of contracts management issues;
9. Involving consultations with management (i.e. Manager level (EX minus 1 and above).
