Intent of the process

A pool of qualified or partially qualified candidates may be created to staff similar positions with various tenures (indeterminate or specified period), various security requirements and various bilingual language profiles. By default and in the interest of the greater public service, pools created as a result of staffing processes at ISED will be shared eventually with other government departments.

EDUCATION:
EDU1: Graduation with a degree from a recognized
post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Note: Indeterminate incumbents of positions in the PE group on October 1, 1999 who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.

Degree equivalency

EXPERIENCE :
EX1: *Significant experience in providing advice and making recommendations to senior management on complex* human resources related issues in at least one (1) of the following fields. Please indicate which one(s):
a) staffing
b) labour relations
c) classification
d) human resources planning
e) informal conflict management
f) equity, diversity and inclusion
g) talent or performance management
h) learning and development
i) human resources policy or program

EX2: Experience in leading human resources processes or programs or projects.

Significant* experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately two (2) years. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.

AEXP1: Experience in writing for management audiences, documents such as: analyses, plans, reports, briefing notes, etc.
AEXP2: Experience in developing plans, strategies, programs or policies related to integrated human resources planning.
AEXP3: Experience developing communications products to inform clients; creating training materials and creating products in support of presentations
AEXP4: Experience in delivering presentations to various audiences.
AEXP5: Experience in developing and implementing Human Resources policies, programs or frameworks
AEXP6: Experience in leading mediation or facilitation or team intervention processes as well as conflict coaching.
AEXP7: Experience in leading and implementing complex organizational design exercises and Classification projects, for example - development and implementation of standardized job descriptions
AEXP8: Experience in training or coaching
AEXP9: Experience in managing a team of HR professionals
AEXP10: Experience in interpreting data information
AEXP11: Experience interpreting legislation, collective agreements, jurisprudence and policies to address labour relations issues.
AEXP12: Experience in dealing with union representatives in order to address sensitive issues.
