Intent of the process

The purpose of this process is to staff positions within the Innovation, Information and Technology Branch. A pool of qualified candidates will be established and could also be used to staff similar positions of various tenures within Employment and Social Development Canada and various Federal Government Departments across Canada.

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

A top down approach of scores may be used to assess and/or appoint candidates.

Top-down ranking can be used at any stage of the assessment process where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.

Appointment decisions, based on the merit criteria established for the position, may be made on the basis one or more of the following considerations:
• Matching of the individual's experience or qualifications to the strengths and weaknesses of the work team;
• Matching of the individual's experience or qualifications to the specific duties of the position being staffed;
• Depth, breadth, type of work-specific experience;
• Level/degree of one or more competencies/qualifications.

Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.

Random selection may be used to identify which applicants will be assessed in this appointment process.

The breadth and depth of experience may be considered when making selections from the qualified pool and in determining the “right fit” for positions.

Random selection and/or top-down selection may be used at any time during the process to identify which applicants will be further assessed.

Candidates from outside the public service may be required to pay for their own travel for various assessment phases.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
