DUTIES:
A Manager, Prudential Policy and Strategic Policy Liaison, is responsible for directing a team whose responsibilities may include a) researching, undertaking analysis and providing advice to the senior management on a wide variety of policy issues affecting Federally Regulated Financial Institutions (FRFIs), the broader financial sector, or OSFI’s supervision and regulation of FRFIs, b) contributing to the development of prudential guidance applicable to FRFIs, and c) the strategic management of OSFI’s relationships with key public sector stakeholders. As a People Leader, the Manager will provide ongoing feedback, coaching and mentoring to individual team members and promote continuous improvement of individual and team performance.
A Senior Regulatory Officer, Prudential Policy and Strategic Policy Liaison, conducts analysis and, in coordination with internal and external stakeholders, provides expert advice and recommendations on a wide variety of policy issues that may have implications for FRFIs or OSFI’s regulatory and supervisory activities. The Senior Regulatory Officer may also lead policy development initiatives (including creating or amending OSFI guidance) or contribute to the management of OSFI’s relationships with key public sector stakeholders (including provincial, federal and foreign agencies).
The immediate need is to staff two (2) positions with with a language requirement of various language profiles (English Essential, Bilingual imperative BBB/BBB, Bilingual imperative CBC/CBC) on an indeterminate basis.
This process may also be used to create a pool of partially-qualified and/or qualified candidates to staff identical or similar positions with various tenures (ex. indeterminate, term, casual), various language requirements (bilingual imperative, English Essential) and linguistic profiles (BBB/BBB, CBC/CBC), and various security requirements (reliability, secret or top secret) at the Office of the Superintendent of Financial Institutions.

EDUCATION
- A degree* from a recognized post-secondary institution in commerce, business administration, finance, economics, accounting, public policy, public administration, actuarial science or law.
OR
- Any other degree* from a recognized post-secondary institution with a membership in a Canadian professional association of accountants or CFA charterholder.
*The term "degree" refers to a baccalaureate or a higher level degree, as established by educational authorities.
EXPERIENCE
- Recent** and significant*** experience in one, or a combination, of the following areas:
(1) Conducting financial analysis of financial institutions (e.g. property and casualty insurers, life insurers, deposit taking institutions or pension plans) within the financial services sector.
(2) Performing strategic planning, product development or underwriting for a financial institution.
(3) Researching and analyzing financial information, business plans or legal agreements related to the financial services sector.
(4) Developing risk management policies, procedures or guidelines related to the financial services sector.
(5) Analyzing or identifying key risks of a financial institution and making recommendations for the mitigation of those risks.
(6) Carrying out the prudential regulation or supervision of financial services entities.
(7) Formulating public policy (e.g. advice, research, laws, guidelines) in relation to financial institutions.
(8) Coordinating regulatory initiatives in relation to financial institutions within a Canadian federal or provincial government department or agency.
(9) Interpreting prudential guidance or regulatory expectations related to the related to the financial services sector.
(10) Interpreting legislation or regulations related to the financial services sector.
(11) Leading or coordinating inter-agency regulatory initiatives or public policy work among Canadian federal or provincial government department or agencies related to the financial sector.
- Experience writing reports, which include recommendations to management.
**Recent: Experience acquired within the last 10 years.
***Significant: A depth of experience accumulated over a period of at least 3 years.
EDUCATION
- A graduate (Master’s or Doctorate) degree from a recognized post-secondary institution in commerce, business administration, finance, economics, accounting, law, public policy, public administration, or another speciality relevant to the position
OR
- A degree* from a recognized post-secondary institution in commerce, business administration, finance, economics, accounting, law, public policy, public administration, or another speciality relevant to the position
AND
- Membership in a Canadian professional association of accountants or CFA charterholder.

- At least six years’ experience working in one, or a combination of the following areas:

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
