Duties

Working with other senior and junior data scientists, the main duties of the position include a number of data-driven tasks such as predictive modeling, risk mapping, anomaly detection, and application/algorithm development. This includes the use of techniques such as neural networks, random forests, support vector machines, Optical Character Recognition, Natural Language Processing, and the regression model family. The incumbent is expected to develop business cases, proposals, research briefings, and other material for internal purposes and senior management.

Work environment

The Integrity Business Analytics Division (IBAD) at Service Canada is currently looking for candidates on a full-time basis to help accelerate and maintain our data science capacity and fulfil our business objectives. Our team of analysts are responsible for providing analytic and technical support for the integrity operations of Canada’s largest programs such as EI, Old Age Security, and the Canada Pension Plan. Working closely with our stakeholders, our group applies the latest in data mining techniques to develop predictive models and other data-driven tools to ensure that the right Canadians are being paid the right benefit at the right time. This innovative, fast-paced work environment is ideal for individuals that are looking to apply data science techniques to real-world business problems.

Intent of the process

The purpose of this process is to establish a pool of qualified candidates to staff various positions. The pool could also be used to staff similar positions within Employment and Social Development Canada.

EDUCATION
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology, statistics and data science.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
Experiences 1 through 4 are common to both streams (Stream 1:Business Analyst/ Stream 2: Data Scientist) while Experience 5 refers to the Data Scientist stream only.
• E1: Recent*** experience in supporting the planning of quantitative research/analytical projects including establishing objectives, methods or time frames.
• E2: Significant** and recent*** experience in the preparation of two of the following: position papers, correspondence, deck presentations, reports or briefing notes to Senior Management****
• E3: Significant** and recent*** experience in data manipulation and analysis using one or more of the following software: Python, SAS, or R.
• E4: Significant** and recent*** experience leading quantitative analysis or data-intensive research projects leading to reports, dashboards, business intelligence products, or technical solutions.

Stream 2: Data Scientist

• E5: Recent*** experience using two of the following data mining techniques: unsupervised learning, decision trees, neural networks, network analytics, support vector machines, text mining, Optical Character Recognition (OCR), geospatial mapping, or Bayesian analysis.

* Unless it is otherwise specified (e.g., Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.
**Significant experience is an approximately of one year of accumulated experience.
***Recent experience is experience acquired within the last 3 years.
**** Senior Management defined as manager level and above

KNOWLEDGE

Common to both streams (Stream 1: Business Analyst/Stream 2:Data Scientist)
• K1: Knowledge of data mining techniques and research practices and/methods

Stream 1 only:
• K2: Knowledge of data manipulation, analysis, and reporting using SAS, Python, or R
• K3: Knowledge of the development of Key Performance Indicators

Stream 2: Data Scientist only

Stream 2: Data Scientist
• AQ3: Graduation with a Master’s degree or PhD from a recognized university with a specialization in engineering, economics, mathematics or statistics.
• AQ4: Graduation with degree from a recognized university with a specialization in computer science, data science, applied mathematics, or applied statistics.
• AQ5: Experience in applying data mining techniques or predictive modeling.
• AQ6: Experience in applying network or geospatial analysis.
