While the intent of this process is to establish an inventory to staff positions mainly located in the National Capital Region, candidates should identify the locations they are willing to accept a position in.

EXPERIENCE:
PG-05 ONLY:
Significant* experience in the delivery of complex** procurement activities (such as writing procurement solicitations or responding to solicitations, or resolving problems relating to solicitations.
Experience in negotiating with multiple stakeholders, such as vendors, legal counsel, or clients with respect to approaches and solutions on horizontal files or projects.
PG-06 ONLY:
Significant* experience in procurement involving complex** projects.
Experience in providing strategic advice and making recommendations to management (Director level and above or equivalent) on procurement related issues or initiatives.
Significant* experience in managing relationships during negotiations with multiple stakeholders (such as vendors, legal counsel or clients) on complex** procurement issues.
Experience in developing options and solving complex** problems related to risk management in procurement.
Definitions:
*Significant experience is defined as the depth, breadth and complexity of experience normally acquired through the performance of duties in a lead role for a minimum period of five years.
**Complex is defined as having one or more of the following characteristics: high profile or sensitive; involving multiple clients or stakeholders; high risk project(e.g. scope, security, emergency); dollar of at least $2 million; multi-year or multi-phased project).

EDUCATION:
PG-05 and PG-06:
University degree from a recognized post-secondary institution in a field relevant to the position.
College diploma from a recognized post-secondary institution in business, administration, commerce, finance, marketing, or supply chain management.
OCCUPATIONAL CERTIFICATION:
Eligibility for relevant Professional Certification such as but not limited to Certified Professional Purchaser (CPP); Professional Engineer (P Eng.); Project Management Professional (PMP); Certified Risk Manager (CRM).
EXPERIENCE:
PG-05 and PG-06:
Experience in supervision, including delegating tasks, assessing performance, approving leave, etc.)
Experience in procurement or project management in at least one or more of, but not limited to, the following fields:
• IT Systems Integration / Major IT projects
• Software
• IT and non-IT Professional services
• Scientific, Research and Development, and Innovation Development projects
• Supply Arrangement and Standing Offer management
• Cyber or IT Security or Information Security
• E-procurement systems.
• Goods and Services (commercial, marine, or military goods and/or services; construction services; etc)
PG-06 ONLY:
Experience in managing financial resources.
Experience in developing or contributing to the development of staffing plans.
Experience in managing change.
OPERATIONAL REQUIREMENTS:

CONDITIONS OF EMPLOYMENT:

Accordingly, you may be required to submit a copy of your last two Performance Ratings/Evaluations as part of this selection process. Please be prepared to provide such documentation should it be requested from the selection board.
