• Develops, implements, organizes and manages the delivery of aviation certification and safety oversight plan as they specifically relate to flight operations, airspace and Aerodromes, in accordance with the Aeronautics Act and the Canadian Aviation Regulations
• Develop and implement business and operation plans
• Identify and establish required resource levels and an appropriate mix of technical expertise, developing and implementing strategies to resolve issues related to service to and validation and assessment activities of, individuals, enterprises, other organizations and Ministers’ delegates

*The intent of this process is to staff one permanent position in Moncton, NB at the Bilingual imperative - CBC/CBC level.
A pool of qualified candidates will be established and may be used to staff identical or similar positions within Transport Canada - Atlantic regions, as indicated on the poster. These positions may be staffed on an indeterminate (which could include deployments for employees that are already employed at level) or temporary basis (term, acting, assignment or secondment).

ESSENTIAL QUALIFICATIONS
Education:
A secondary school diploma or an acceptable combination of education, training and/or experience.
Occupational Certification:
• Possession of a valid Canadian Airline Transport Pilot License – Aeroplane Category with valid Group 1 Instrument Rating AND possession of a valid Restricted Radio – Telephone Operator Certificate (endorsed Aeronautical); "OR"
• Possession of a valid Canadian Commercial Pilot License – Helicopter Category with a valid Group IV Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).
Experience:
• Experience in the planning, coordination, management and/or execution of the delivery of aviation safety programs.
• Experience in managing or supervising a team or workforce.
• Recent experience (within the last 5 years) applying risk management concepts and principles.
MINIMUM FLIGHT TIME:
- Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes.
OR
- Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine helicopters.
ASSETS
• Possession of a valid Canadian Airline Transport Pilot Licence – Helicopter
• Experience in financial and human resources management.
• Experience in dealing with sensitive issues and providing strategic advice and recommendations to senior management.
• Experience in consulting, negotiating and establishing partnerships.

Secret security clearance
• Possession of a valid provincial motor vehicle driver’s license
• Required to travel to local, national and international destinations
