EDUCATION:
- Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPÉRIENCE (TOUS LES POSTES) :

EXPERIENCE (For IT Manager positions only):
The Senior IM/IT Manager is responsible for the oversight, maintenance, delivery and support of software solutions and technology services supporting ISED business. This necessitates administering significant human, contract, and financial resources and focuses on concurrently managing multiple, complex IM/IT projects. Furthermore the Senior IM/IT Manager must align priorities and controlling changes in a fast-paced, rapidly changing environment.
The Senior IM/IT Manager is relied upon to mentor and coach ISED clients and technical resources and to deliver sound advice to ISED Executives. The Senior IM/IT Manager provides the critical liaison between ISED’s business clients and technology service provider. They manage projects related to the piloting/prototyping of new technologies by directing, instructing and monitoring the work of engineers/technologists/contractors responsible for performing the design and modification.
- EXP4: Significant* experience within the last five (5) years applying an Application Lifecycle Management or a System Development Life Cycle (SDLC) methodology to design, develop, implement, maintain or support IM/IT systems.
- EXP5: Experience in leading the design, development, implementation, maintenance or support of complex** business or enterprise IM/IT systems or services.
EXPERIENCE (For IT Security Manager positions only):
As Manager of IT Security, you will be responsible to oversee the department’s IT Security Program which consists the following core services:
- Cyber Security Awareness
- IT Security Operations and Cyber Incident Response
- Risk Management (Security Assessments and Authorizations)
You will be in a position to influence the departments direction as it transitions to cloud based services and adopts new technologies. We’ll be looking to you and your team to provide ideas on how to improve the resiliency of our IT systems both as short terms quick win options and long term strategic objectives.
- EXP6: Experience within the last five (5) years conducting IT Security Assessment Authorizations.
- EXP7: Experience within the last five (5) years managing cyber incident response.
EXPERIENCE (For Senior Technical Advisor positions only):
The Senior Technology Advisor is responsible for translating ISED’s short and long term business requirements into technical specifications aligning with ISED and GoC IM/IT strategies, architecture, policies and guidelines. The candidate must have a comprehensive knowledge of the department’s business drivers, in-depth knowledge the Government of Canada (GoC) IM/IT policies and guidelines, current and planned technology architecture as well as, knowledge of IM/IT industry trends and best practices. The senior tech advisor acts as liaison between ISED business partners, IT delivery teams as well as public and private service providers. The Senior Technology Advisor is required to lead the department’s adoption of state-of-the-art software solution techniques and methods, support transformative IM/IT initiatives and provide advice and recommendation to ISED Senior management.
- EXP8: Experience in architecting, integrating or configuring complex** business or enterprise IM/IT systems or services.
DEFINITIONS:
Wherever “IM/IT” (Information Management (IM) / Information Technology (IT)) systems is indicated, it is to be interpreted as “IM and/or IT”.
Significant* experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately two (2) years. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.
Complex** is defined as having two (2) or more of the following factors:
i. a geographically dispersed, multi organisation or large (500+) client base,
ii. a requirement for high availability and high reliability,
iii. a multi-platform set of technologies requiring integration,
iv. a multi-tier diverse set of technologies requiring integration,
v. considered critical to fulfilling the mandate of the Department or Government of Canada,
vi. requires specialized expertise in technology currently in use within the Government of Canada.
