Intent of the process

The intent is to staff various positions on an indeterminate basis with the Treaty and Aboriginal Government Sector. If you are found qualified and opportunities become available, you could be considered to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada with various linguistic profiles, requirement as well as tenure and/or the security clearance, which may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree is defined as: A baccalaureate or higher level degree, as established by educational authorities.

Degree equivalency

EXPERIENCES:

Experience in the preparation of at least three of the following materials: written and oral briefings, analytical reports, presentations and correspondence on complex* issues for management.

Experience in researching and analysing complex* issues, involving at least two of the following: legal documents, technical studies, economic reports, historical records, government policy, and federal, provincial or territorial legislation.

Experience in coordinating and handling numerous files simultaneously.

*Complex issues are issues with at least three (3) of the following characteristics: sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the program delivery for the public service.

Knowledge of federal policies managed by Crown-Indigenous Relations and Northern Affairs Canada for resolving Aboriginal claims and furthering Indigenous self-government in Canada.

Knowledge of the historical relationship between the Crown and Indigenous Peoples.

ABILITIES:

Ability to communicate effectively in writing.

Ability to analyze, develop options and make recommendations.

Post-graduate degree with specialization in a field relevant to the position.

EXPERIENCES:

Experience working with First Nations, Inuit or Metis.

Experience working in negotiation settings or dispute resolution.

Experience conducting research and analysis to support fiscal negotiations and financial mandating.

Experience preparing or analyzing Treasury Board Submissions and Memorandum to Cabinet.

Experience in providing policy advice on complex* issues.

Experience in coordinating initiatives across organizations, agencies or bodies.

*Complex issues are issues with at least three (3) of the following characteristics: sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the program delivery for the public service.

KNOWLEDGE:

Knowledge of the Government of Canada’s decision making process.
