Intent of the process

This process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiencies (English Essential, Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC), various security profiles, various tenures (Indeterminate, Temporary) using various staffing mechanisms (Indeterminate appointment, Acting appointment, Deployment, Assignment, Secondment) at Immigration, Refugees and Citizenship Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

NOTE:
Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCE
COMMON TO ALL STREAMS
EX1- *Significant and **recent experience in providing strategic and tactical advice and recommendations, both in writing and orally, to senior management on IM/IT matters.

EX2- *Significant and **recent experience with the development and maintenance of IT solutions, which includes business analysis and application development.

EX3- Experience in participating in a major project as a stakeholder, subject matter expert (SME), project manager, developer or other key role.

STREAM 1 ONLY – Manager, Application Development
EX4-S1- *Significant and **recent experience in supervision and day-to-day management of a diverse technical team (includes employees or contractors).

EX5-S1- Experience in developing human resource and financial plans, executing, controlling and monitoring on those plans.

STREAM 2 ONLY – Senior Advisor Enterprise Architect
EX6-S2-*Significant and **recent experience in application development and infrastructure development.

EX7-S2- **Recent experience in developing enterprise architectures including the IT Security Architecture domain.

EX8-S2- *Significant and **recent experience in at least one of the following technology domains: application integration, cloud solution development, business process automation, hybrid cloud deployments, enterprise systems design.

EX9-S2- Experience writing business cases for IT solutions.

EX10-S2- Experience overseeing the alignment of the implementation of the technical infrastructure against the architectural design.

DEFINITIONS:
*Significant experience is defined as being one in which the person’s primary responsibilities include these duties and refers to the breadth and depth as well as complexity of tasks that could be expected to have been obtained by carrying out the functions listed above for a minimum period of approximately three (3) years.

**Recent is defined as the experience normally acquired within the last five (5) years.

ASSETS EXPERIENCE
AEX1- Experience as part of the Information Technology (IT) management team of a ***complex software development project using an Oracle Siebel Commercial off-the-shelf software product.

AEX2- Experience as part of the Information Technology (IT) management team of a software development project for a ****high traffic online service for the general public.

AEX3- Experience in leading and executing major technology releases outside of core business hours while continuing to maintain and monitor mission critical services.

AEX4- Experience in leading the operational support and maintenance of a government Department or Agency’s mission critical application infrastructure for:
1) A ***complex application, OR
2) A ****high traffic online service for the general public.

AEX5- Experience, 6 months or longer, in leading the implementation of DevOps, container automation, and automated monitoring mechanisms, including alerts at the infrastructure or application transaction level.

AEX6- Experience designing and documenting two or more architecture domains such as: application architecture, technology architecture, security architecture, business architecture, information architecture, cloud architecture or enterprise architecture.

AEX7- Experience in cloud computing solution design using Amazon Web Services (AWS), Azure, IBM Bluemix, DevOps or other equivalent commercial platforms.

AEX8-Experience as part of the IT management of an application development responsible for the enhancement and maintenance of PeopleSoft, SAP or MS Dynamics.

AEX9- Experience managing relationships and communications with different stakeholders, partners and clients.

AEX10- Experience in developing and implementing IM/IT strategic and operational plans.

AEX11- Experience in leading development initiatives using Angular, JavaScript, Java, .Net, Python.

AEX12- Experience defining strategy and processes in support of transformation and change management activities.

DEFINITIONS:
***Complex is defined as:
a) Geographically distributed across more than one province and/or country
b) Large (2000+) user base;
c) A requirement for high availability and high reliability (24/7 system and 98% availability);
d) A diverse set of technologies that includes real-time data exchanges across multiple heterogeneous systems;

a) Over 250,000 named users who have at one time or another accessed the online service(s), and
