Your résumé.
Education:
- Graduation with a degree from a recognized post-secondary institution, with specialization in accounting, finance, business or public administration, commerce or economics or in a field relevant to the duties of the position.
Experience:
- Significant* experience in 2 of the 6 following areas:
• Leading and design of financial and reporting strategies;
• Accounting Operations;
• Financial policies and internal controls;
• Financial systems;
• Financial management;
• Financial Reporting.
- Significant* experience in providing strategic and expert advice, briefings and recommendations to Senior Executive Management** related to financial management;
- Experience in leading change or transformation initiatives;
- Experience in managing human resources***.
*Significant is defined as depth and breadth of experience normally associated with the performance of those duties, at the executive level or equivalent, for a period of approximately three (3) years.
**Senior Executive Management is considered to be at a senior executive level such as, but not limited to Comptroller, Vice President, Director and above.
***Human Resources Management is defined as: Being responsible for a team for a period of approximately three (3) years. Some examples of managing human resources may include: assigning work, establishing performance objectives and indicators, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised.
Bilingual - Imperative (CBC/CBC)
Most positions to be staffed are Bilingual Imperative CBC/CBC. However, since this is a collective process, some position may require Bilingual Imperative BBB/BBB.
Information on language requirements
Knowledge:
- Knowledge of legislation and guidelines related to the Financial Management in the Government of Canada, along with trends and emerging challenges in the community;
- Knowledge of the respective roles of the central agencies and government departments in governance and service delivery.

Abilities:
- Ability to communicate effectively in writing;

Occupational Certification:
- Possession of a recognized Canadian professional accounting designation (CPA, CMA, CGA, CA) or an International Cost Estimating and Analysis Association (ICEAA) Designation.
Experience:
- Recent* experience in financial management in large complex organizations;
- Experience applying the Public Sector Accounting Standards and/or International Financial Reporting Standards (IFRS);
- Recent* experience, at the executive level, in the preparation or audit of general purpose financial statements in large complex organization;
- Recent* experience in the development and/or interpretation of financial management policy instruments in support of costing, cost recovery, or pricing in a large complex organization;
- Experience in financial and cost analysis, resource allocations and costing methodologies.
*Recent is defined as experience normally acquired within the last five (5) years.
**Significant is defined as depth and breadth of experience normally associated with the performance of those duties, at the executive level, for a period of approximately three (3) years.
