Duties

Provide overall direction and strategic planning as well as supervision and management to multiple work units within their program; for ensuring staff and program alignment with strategic workplans and priorities; and that expected outcomes are achieved. Provide advice and participate in the development of regional priorities and input into national priorities, policies and programs. Advance cross-program coordination within the Ecosystems Management Branch and with other sectors and agencies. Resolve and manage complex problems and issues, determine solutions and ensure regulatory decisions are consistent with legislation, program and Departmental policies, priorities and objectives.
Oversee ongoing consultation, engagement and partnerships with Indigenous groups, stakeholder groups, and other levels of government in support of collaborative program delivery. Lead and/or participate in developing, presenting and defending Departmental or Program positions on matters related to the Ecosystems Management Branch’s regulatory, policy, or program frameworks and their implementation. Represent the Program, Ecosystem Management Branch and/or the Department in external fora.

Work environment

Fisheries and Oceans Canada (DFO) is responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters. The Ecosystems Management Branch is responsible for the following programs, which together support DFO’s mandate of maintaining the sustainability and ongoing productivity of Canada’s freshwater and marine resources:

Aquatic Invasive Species Program
Fisheries Protection Program
Oceans Program
Sea Lamprey Control Program
Species At Risk Program

The Sea Lamprey Control Program (SLCP) delivers on Canada’s commitment to binational agreements for the control of Sea Lamprey, which supports ongoing efforts to rehabilitate and protect fish stocks in the Great Lakes. The SLCP works collaboratively with the Great Lakes Fishery Commission and various provincial, federal and U.S. agencies to deliver this mandate.

The primary focus of the Species at Risk Program is to provide for the recovery and protection of aquatic Species at Risk as defined by the Species at Risk Act. This involves identifying/developing critical habitat, recovery strategies, action and management plans. These actions are completed in conjunction with other government departments, the provinces and territories, other DFO sectors, Indigenous peoples, co-management organizations and stakeholders, all of which support the Government of Canada’s priority to conserve Canada's natural aquatic ecosystems.

Intent of the process

The immediate need is to create a pool of qualified candidates to staff two (2) indeterminate positions; one (1) in the Sea Lamprey Control Program (Sault Ste. Marie ON) and one (1) in the Species At Risk Program (Burlington ON or Winnipeg MB). The qualified pool may also be used to staff similar indeterminate positions and/or acting assignments with DFO Ecosystems Management Branch - Central and Arctic Region programs in Edmonton AB, Winnipeg MB, Sault Ste. Marie ON or Burlington ON.

Graduation with a degree from a recognized university in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

Degree equivalency

• Significant* public sector experience in managing the development, or application, of natural resource management policy.

• Significant* experience providing advice or recommendations to senior management** on complex*** issues relating to the management of natural resources.

• Significant* experience collaborating with government agencies, Indigenous groups or stakeholder groups delivering programs or initiatives related to natural resource management.

• Significant* experience leading teams

• Significant* experience in the management of financial and human resources

* Significant is defined as the depth and breadth associated with having performed a broad range of complex related activities for a minimum period of two years
** Senior management is defined as Director level or above within the public service, or equivalent level within the private sector
*** Complex is defined as the depth and breadth associated with multi-disciplinary, multi-jurisdictional or multi-stakeholder issues
