EDUCATION

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE

ALL STREAMS

Extensive* experience in IT OR IT Security OR Information Security, which includes functions such as:
- IT Security Operations;
- Vulnerability and incident management or IT Security policy development;
- Audit and assessments.

Extensive* experience in the delivery of IM/IT services.

STREAM 1- SENIOR IM/IT SECURITY OFFICER

Recent** and significant*** experience in at least one (1) of the following areas:

- Producing, analyzing and processing Security Assessment and Authorization (SA&A) documentation (formerly known as Certification and Accreditation (C&A)), such as, but not limited to one or more of the following:

• Concepts of Operations (ConOps);
• Statements of Sensitivity (SoSs);
• Injury tests;
• Business Impact Assessments (BIAs);
• IT security procedures;
• Security Test and Evaluation Plans and results;
• Security architecture and design documents; or
• Other related security documents.

- Conducting IT security incident investigations and producing incident reports;
- Performing IT security review and audit functions;
- Providing IT Security or Cyber operational support to various stakeholders in order to address IM or IT/Cyber security and operational issues; or
- Providing expert advice and recommendations to senior management on IT and Information security matters at various scales.

STREAM 2 – SENIOR BUSINESS ANALYST CRYPTOGRAPHIC, CAPABILITY MANAGEMENT

Experience in providing IM or IT support or advice to clients, co-workers or senior management.

Experience identifying key issues, organizing and comparing aspects of the issues, and providing recommendations.

Experience in the analysis of business and technical requirements.

STREAM 3 – IM BUSINESS ANALYST

Experience in delivering or supporting services in at least two (2) fields from the list below:

• Planning
• IT Security
• Information Management
• Infrastructure and Operations
• Application Development
• Client Portfolio Management
• Project Portfolio Management
• Business Analysis
• Enterprise Architecture

Experience in conducting research, performing analysis and providing recommendations on IM or IT processes.

Experience working and negotiating with a variety of stakeholders.

STREAM 4 – SENIOR SYSTEMS SOFTWARE ANALYST

Recent** and significant*** experience in creating, reviewing and maintaining technical documentation and Standard Operating Procedures.

Experience managing a team of at least two (2) employees within an IM/IT environment.

STREAM 5 – IM/IT PROJECT MANAGER, SENIOR TECHNOLOGY OFFICER

Significant*** experience providing expert advice and recommendations to senior management on National IM Projects and initiatives impact assessments.

STREAM 6 – TEAM LEAD, INFRASTRUCTURE OPERATIONS

Recent** and significant*** experience in designing, implementing, operating, configuring or troubleshooting in a multi-system environment, any two (2) or more of the following:

• Directory services (Active Directory);
• Server hardware;
• Server operating systems;
• Backup/restore systems;
• Enterprise storage (SAN) hardware;
• Server middleware applications (IIS, Apache, Java Runtime Environments).

Recent** and significant*** experience administering server virtualization technologies(VMWare vSphere or Microsoft Hyper-V preferred).

Recent** experience in supervising employees.

DEFINITIONS
*Extensive is defined as five (5) years of cumulative work experience in the last eight (8) years.
**Recent is defined as work experience associated with performing a range of related activities within the last five (5) years.

Recent** and significant*** experience with interpreting and applying Operational planning process in the context of IT security and Cyber Operations.

Recent** experience in evaluating Information Systems and recommending appropriate risk management measures.

Recent** experience in monitoring compliance with departmental policies, national policies, international security policies, Acts, regulations, and standards and in developing recommendations for appropriate courses of action in support of Cyber operations.

Experience producing IT Asset Valuations, Threat Assessments (TA), Vulnerability Assessments (VA), Risk Assessments (RA) and cost benefit analyses in accordance with GC, Harmonized Threat and Risk Assessment (TRA) Methodology.

Experience in the preparation or evaluation of Business Impact Assessments or Disaster Recovery Plans for electronic service delivery programs or critical infrastructure.

Experience coordinating and reporting on the results of a disaster or business recovery exercises.

Recent** experience assessing security implications of proposed system changes.

Recent** experience integrating security standards established by National Institute of Standards and Technology (NIST).

Experience conducting risk assessments and developing risk mitigation strategies to address identified risks.

Experience in CAF/DND operational employment of End Cryptographic Units (ECUs) and ancillaries equipment.

Experience in developing IT Service Operation functions.

Experience in DND Procurement process.

Experience with Enterprise IT service operations tools and resources.

Experience with the configuration changes to IT that is supplied by external providers; such as Telecom Service Providers, Shared Services Canada, Other Government departments, foreign allies of Canada.

Experience with Information Technologies Infrastructure Libraries (ITIL) including ITIL Service Operations.

Recent** and significant*** experience in applying Government of Canada (GC) legislation, policies, directives and related standards and guidelines on Government Security / IT Security to establish and maintain compliant security posture during the lifecycle of an information system.

Recent** experience producing and/or analyzing evidence to support compliance, such as the Assessment and Authorization (SA&A) of ITSG-33 for GOC Information Systems, or equivalent IT Security compliance regime from the industry.

Experience liaising and working closely with agencies of the federal government and international stakeholders, including but not limited to participating in departmental, interdepartmental and international committees.

Experience in Information System Security Testing, including but not limited to vulnerability scanning, penetration testing, traffic analysis, red-teaming, application vulnerability scanning, and ethical hacking.

Experience with GoC Communications Security (COMSEC) custodial control processes, procedures and protocols.

Experience in cryptography, PKI, certificates, cryptographic Key Management and other aspects of cryptographic material.

Experience in Emission Security (EMSEC) concepts, processes, tools and techniques.

KNOWLEDGE

Knowledge of DND/CAF cryptographic inventory, equipment types, Use and Life Cycle Management.

Knowledge of GC and DND/CAF IM/IT planning and governance concepts and practices.

Knowledge of Public Works and Government Services Canada Controlled Goods Program.
