Duties

Under the leadership of the Chief Data Officer, the Office of Data Management (ODM) has an ambitious plan to develop a data-driven culture for the organization by implementing a new vision: the right data, the right way, in the right hands, at the right time. This means we will need to leverage technology to better store, use, manage and share the data, and find new ways to increase understanding around it.

We are looking for someone to play the role of Advisor, Business Analysis and willing to accept the project management responsibilities for the activities that will help us achieve our vision. The primary responsibilities include:
• liaising between the Data Services and Analysis Directorate, the Information Technology Services Directorate and data users across the PSC
• developing and implementing project management tools, processes and practices
• generating reports and drafting presentation materials
• authoring project status details
• preparing minutes of committee meetings
• following-up on Action Items from across stakeholder groups
• contributing to activities that support the PSC Data Management Strategy

Intent of the process

To staff one (1) indeterminate AS-05 position (Bilingual imperative CBC/CBC).

A pool of qualified candidates may be established and may be used to fill other bilingual positions of various language requirements and profiles as well as for various tenures (acting, assignment, secondment, specified period, indeterminate) in the Public Service Commission (PSC). The pool may also be used by other federal organizations subject to the ODM’s agreement. EDUCATION:
Graduation from a two (2) year program from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE:
Exp-1: Extensive* and recent** experience in managing the delivery of several projects in parallel using current project management techniques and practices***.
Exp-2: Experience in managing a transformation initiative (or important component(s) of a transformation initiative).
Exp-3: Experience in providing advice and recommendations to Executives on complex**** issues and, preparing related briefing materials such as briefing notes, reports, PowerPoint presentations or other written communications.
Exp-4: Significant***** experience in playing a liaison role between various stakeholders to solve business problems through enabling technology solutions.

*Extensive: is defined as having experience in the completion of all stages of project management (i.e. initiation, planning, implementation, risk management, monitoring, reporting, and communications, etc.) normally acquired over a period of three (3) years.
** Recent: is defined as normally having gained the experience within the last five (5) years.
*** Please describe the project management techniques and practices you used.
**** Complex: please describe the elements that demonstrate the complexity of the issues (e.g. scope, team, methodologies, focus of client(s), budget, etc.) as well as the challenges you faced and the solutions you used to overcome these challenges.

ASSET QUALIFICATIONS:

AQ-3: Experience in processing, manipulating and analysing a large volume of data using statistical tools such as SAS, SPSS, STATA, SQL, R or Python.
AQ-4: Experience in conducting advanced statistical analysis.
AQ-5: Experience of more than five (5) years (obtained within the last seven (7) years) in managing the delivery of several projects in parallel using current project management techniques and practices.
AQ-6: Experience in working with open source database software such as PostgreSQL.

OPERATIONAL REQUIREMENTS:
Willingness and ability to work overtime occasionally.
