Duties

The Executive Director, Labour Relations is accountable for planning, development and implementation of national labour relations policies, program, initiatives, systems and procedures, strengthening the corporate policy function that guides decision making; providing national direction for the operational delivery of labour relations programs and services; representing Health Canada (HC) and the Public Health Agency of Canada (PHAC) in consultations with central agencies on all issues and questions related to labour relations, promoting HC/PHAC interests in collective bargaining; representing the HC/PHAC interests in disputes before the Federal Public Sector Labour Relations and Employment Board, federal court, tribunals, etc.; as well as managing effective relations with all bargaining agents representing the HC/PHAC employees.

Education:
Graduation with a degree from a recognized post-secondary institution

Degree equivalency

Experience:
Significant* experience in establishing and managing effective partnerships with key internal and external stakeholders, including bargaining agents

Significant* experience in providing strategic leadership and direction in the delivery of human resources services in labour relations

Experience in providing strategic advice, briefings and recommendations to senior officials** on complex*** labour relations issues

Experience in developing and implementing policies and programs in labour relations

Experience in managing human and financial resources (to be rated). (Please indicate the number of employees supervised as well as the size and type of budget managed)

Definitions:

*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of two (2) years.

**Senior officials are defined as officials at the Assistant Deputy Minister/Vice-President level or above, or the private sector equivalent.

***Complex issues are defined as having at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the program delivery for the public service or having a potential for significant media coverage.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field relevant to the duties of the position.

Degree equivalency

Experience (Asset):
Significant* experience in leading the development and implementation of national Human Resources management strategies and programs

Significant* experience in managing grievances or formal complaints

Experience in managing files before an administrative tribunal

Experience in implementing significant change management or transformation initiatives

ASSESSMENT PROCESS

Other sources of information (such as performance agreements, work samples, board member knowledge, etc.) may be used to assess the criteria identified on the Statement of Merit Criteria.

Various assessment tools may be used in this selection process, such as, standardized tests, interviews, references, etc.

Please note that achieving a pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any of the evaluations used throughout the selection process. Please note that one, some or all of the asset qualifications could be used at the screening stage.

Candidates invited to the interview will be required to bring proof of their education credentials.

Reference checks may be conducted (360). Candidates will have to bring their list of references to the interview (2 supervisors, 2 colleagues and 2 subordinates). Referees must have an in-depth knowledge of your work, and must be able to answer questions pertaining to your achievements and strengths.

The Assessment Committee reserves the right to contact references other that the ones submitted by the candidates (only within the Public Service), if found necessary, in order to make a suitable assessment of the candidates.
