Duties

Stream 1 – Learning Coordinator
• Conducts Learning needs analysis, leads LNA workshops
• Actively participates in needs analysis, design, development, implementation and evaluation of learning materials
• Actively participates in the development of assessment tools and evaluation tools for courses
• Delivers train the trainer or other courses to internal training team.

Stream 2 – Learning Coordinator (Program Management)
• Establishes operational project budget and ensures follow up on commitments
• Participates in the configuration of the learning management system to ensure efficacy of use and data collection
• Plans and supervises the delivery of courses
• Ensures quality of learning materials in both languages

Intent of the process

The intent of this process is to fill 2 indeterminate positions. A qualified pool of candidates may be established and may be used to staff similar positions on an indeterminate, term or acting basis within Health Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics or some other specialty relevant to the positions in the classification.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE:

Stream 1 – Learning Coordinator
Stream 2 – Learning Coordinator (Project Management)

Stream 1 and 2

E1 - Experience in developing or delivering regulatory training programs in a Federal or Provincial organization with regulatory functions.

E2 - Significant* experience establishing and maintaining working relationships with internal or external partners/stakeholders.

E3 - Experience in researching and analyzing data to provide evidence-based recommendations to senior management

E4 - Experience in using the MS Office Suite, including PowerPoint.

Experience Criteria - Stream 1 (must meet all of the following experience to be considered for the Learning Coordinator Position)

E5 – Significant* experience in at least two of the following:
• Conducting learning Needs Assessment and Instructional program analysis
• Instructional program design
• Instructional program development
• Instructional program evaluation

E6– Experience in developing and evaluating learning materials for adults in complex** learning environments

E7 – Experience delivering training or coaching facilitators

* Significant is defined as the depth and breadth of experience normally associated with performing these duties full-time for a period of 2 consecutive years.
**A complex learning environment is one in which there are multi-faceted considerations, technical specializations, regulatory implications or diverging points of view, and where the best path forward is not always the most obvious or the simplest.

Experience Criteria - Stream 2 - Candidates must meet all of the following experience to also be considered for the Stream 2 - Learning Project Management position.

E5–Significant experience in each of the following:
• Coordination of learning events
• Project Management of the training cycle

E6 Experience in establishing and maintaining a budget for learning projects, preparing yearly operational forecasts and ensuring budgetary follow up to ensure adherence to approved financial resource allocations

E7 Experience in drafting statements of work for contracting for learning projects

KNOWLEDGE

Stream 1
K1 Knowledge of experiential learning methodologies for adults
K2 Knowledge of the principles of instructor-lead, online and/or blended learning for adults.

Stream 2
K3 Knowledge of project management principles and techniques for the management of learning program activities
K4 Knowledge of adult learning principles and how they impact training delivery

ABILITIES AND SKILLS

Experience working with e-learning development tools (e.g. Articulate, Storyline, etc.)
