Duties

Reporting to their manager, the responsibilities of the Analyst, LES Pension, Insurance and Social Security include the following:

In respect of LES pension and insurance benefits and local social security affiliation,

• Identifies and gathers various sets of data relating to international pension and insurance benefits, verifies their consistency and comparability and modifies for comparison as required;
• Analyzes and interprets data and information, and performs statistical and financial forecasts and trend analyses for their manager and other specialists in project teams;
• Carries out recurring or unique research studies, as assigned and produces reports to assist with the development of recommendations pertaining to local market conditions, funding and regulatory requirements for pension and insurance benefits and affiliation with local social security;
• Writes reports, technical notes, summaries and documents to be incorporated into larger policy files. Contributes to the preparation of briefing materials for use in the Department and by partner/ stakeholder organizations.

Work environment

Global Affairs Canada (GAC) manages Canada's diplomatic relations. GAC hires approximately 5,500 Locally Engaged Staff (LES) to perform various administrative and professional duties at Canada’s embassies and consulates abroad. Pension and insurance benefits are provided to LES throughout the world through a combination of local social security programs, a worldwide pension plan and local insurance and pension plans.

The mandate of the Locally-Engaged Staff Services Bureau, Pension and Insurance division (HLDP) is to support the delivery of Canada's programs and services around the world. Our services include: developing and maintaining the LES pension and insurance policy framework including the Government of Canada’s participation in local social security programs, developing pension and insurance plans for missions abroad and providing general advice and guidance to local mission management in support of local administration of LES pension and insurance benefits.

Intent of the process

The immediate need is to staff four (4) indeterminate positions with a bilingual imperative BBB/BBB linguistic profile.

A pool of qualified candidates may be established to staff similar positions with various tenures within Global Affairs Canada.

EDUCATION:

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.

*All applicants must hold a degree. An acceptable specialization must include at least two semester-based courses (or an equivalent of 1 year long course) in one of the following areas; economics, sociology or statistics. These courses do not need to be part of a degree program in economics, sociology or statistics; or
The specialization may also be obtained through an acceptable combination of education, training and/or experience defined on the Statement of merit criteria.

Degree equivalency

EXPERIENCE:

•Experience in conducting research and analysis related to human resources, compensation, pensions and / or benefits.
•Experience identifying, gathering and compiling and analyzing data and information.

ASSET QUALIFICATIONS:

•A degree or certification in a field related to pension and benefits.
