Intent of the process

The intent of this selection process is to staff one (1) position on an indeterminate basis in Toronto (Ontario), one (1) position on an indeterminate basis in Quebec (Quebec), and one (1) position on an indeterminate basis in Halifax (Nova Scotia) and six (6) positions on an anticipatory basis for the other work locations specified. A pool of qualified candidates may be established to staff similar positions with various language requirements and various tenures (indeterminate, term, deployment, acting, secondment or assignment) within Innovation, Science and Economic Development Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
ED1- Graduation with a degree (baccalaureate) (1) from a recognized post-secondary institution (2) with acceptable specialization in a field relevant to the duties of the position; or an acceptable combination (3) of education and experience.

(1) Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.

(2) Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism.

(3) Combination: A minimum of two (2) years electronics technician diploma from a recognized institution, and at least five (5) years of related technical experience in the radio communication industry or spectrum management.

Degree equivalency

EXPERIENCE
EX1- Significant (4) experience in managing the operations of an organization in the radio frequency spectrum management field OR experience in managing the operations of a company in the radiocommunication or telecommunication field.

EX2- Experience in establishing and maintaining relationships with stakeholders.

EX3- Experience in providing strategic advice and recommendations to senior management (5).

EX4- Experience in managing or coordinating human resources in teamwork, projects or programs context.

(4) Significant is defined as having the depth and breadth of experience that would normally be acquired over a period of at least three (3) years.

(5) Senior management is defined as the person above your manager.

ASSET QUALIFICATIONS
EXPERIENCE
AEX1- Significant (4) experience in spectrum management.

AEX2- Experience in the direct supervision of employees (hierarchical) including work assignment, management and performance evaluation as well as staff development.

AEX3- Experience in budget forecasting and financial resources management.

AEX4- Experience in establishing partnerships with public or private sector clients or organizations or associations.

(4) Significant is defined as having the depth and breadth of experience that would normally be acquired over a period of at least three (3) years.

ASSET QUALIFICATION
KNOWLEDGE
AK1- Knowledge of legislation, policies and activities impacting radio communications.

OPERATIONAL REQUIREMENTS
OR1- Willingness and ability to work outside of normal business hours (including weekends).

OR2- Willingness and ability to work overtime on short notice.

OR3- Willingness and ability to work during emergency situations.
