Intent of the process

The purpose of this process is to staff positions within the Newfoundland and Labrador Region of the Department of Fisheries and Oceans and the Royal Canadian Mounted Police. A pool of qualified candidates is intended to be established and may be used to staff FI-02 and/or FI-01 positions.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION

A degree from a recognized post-secondary institution* with specialization** in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.***

OR

Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are CPA, CA, CMA, CGA.

*Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs

**Specialization: An acceptable number of courses in a particular field of study as determined by the manager, unless otherwise specified by the employer.

***Please note that if you have worked in positions in the financial management group, your experiences should fall into one or more of the four functional competencies noted below:

1. Accounting Operations – Design, development and implementation of systems, processes and procedures that systematically record, report, analyze and track financial transactions related to revenues and expenditures.

2. Planning and Resource Management – Provision of advice, guidance and financial services in the areas of planning, budgeting, costing and reporting to ensure the efficient and effective use of departmental resources.

3. Financial Policy – Development, implementation and application of policies, procedures and controls that focus on long term goals and objectives and are compliant with legislation and central agency direction.

4. Financial Systems – The design, development, review, testing and maintenance of business processes, procedures, controls, data and software applications that produce financial and related non-financial information.

Degree equivalency

EXPERIENCE

Experience in interpreting and applying policies, guidelines and procedures.

Experience in extracting, compiling and analyzing financial data from financial information systems.

FI-01 positions:
Experience in the preparation and presentation of analysis, advice, and recommendations to support financial decision-making by stakeholders (such as management, clients, central agencies, etc.)

FI-02 positions:
Significant and recent experience* in the preparation and presentation of analysis, advice, and recommendations to support financial decision-making by stakeholders (such as management, clients, central agencies, etc.)

*Significant and recent experience is defined as the depth and breadth of experience normally associated with the performance of those duties for approximately two (2) years in the past five (5) years.

Experience using financial systems and reporting tools such as: ORACLE, SMS, SAP.

*Significant experience is defined as the depth and breadth of experience normally associated with the performance of those duties for approximately two (2) years in the past five (5) years.
