Intent of the process

ANTICIPATORY STAFFING. This process will be used to staff immediate and future needs of the following positions:

PG-02 Contract and Procurement Officer
PG-03 Senior Contracts Officer

A pool of qualified candidates may be established and used to staff similar permanent and/or temporary vacancies with various tenures in ISC Vancouver (BC).

The pool could be used to offer acting appointments under exceptional circumstances in order to protect employee’s indeterminate status.

Education:
-A secondary school diploma or *an acceptable combination of education, training and/or experience as it relates to the position being staffed.

* Candidates claiming an acceptable combination must clearly indicate which combination they are claiming (e.g. education AND training; or education AND experience; or training AND experience; or education AND training AND experience). In addition, candidates must include the dates (month/year) in which they claimed the experience, training and/or education and the manner in which they meet the education and/or training and experience (e.g. courses, seminars, the name of the institution).”

Degree equivalency

Experience:
PG-02 and PG-03:
-Experience in interpreting government policies and procedures and their application in support of operations.

PG-02 only:
-Recent* experience in the preparation of documents to initiate procurement.
-Experience using an Integrated Procurement-Financial Management System (such as SAP, Oracle)

PG-03 only:
-Recent* and significant** experience in providing advice and guidance to clients on federal government procurement policies and procedures.
-Recent* experience in developing bid solicitations, awarding and managing contracts for services.
-Recent* experience reviewing and recommending improvements to Statements of Work and Evaluation Criteria.
-Recent* experience using an Integrated Procurement-Financial Management System (such as SAP, Oracle)

*Recent experience is defined as experience acquired within the last three years.
**Significant experience is understood to mean the depth and breadth of experience normally associated with having performed related activities for a period of two years.

Asset Education:
PG-02 and PG-03
-Completion of the Canada School of Public Service Required Training for Procurement Specialists.

Degree equivalency

Asset Experience:
PG-02 and PG-03
-Experience providing procurement and/or contracting with Comprehensive Land Claim Agreements (CLCA) and/or Procurement Strategy for Aboriginal Business (PSAB) considerations
-Experience providing Procurement and/or Contracting services to clients in multiple Regions/provinces, as in a service Hub.
-Experience procuring professional services using at least one (1) of the following tools: THS, ProServices, TSPS, TBIPS.
-Experience with the Material Management (MM) module within SAP, including at least one of the following functions:
•Creating and amending Purchase Requisitions
•Creating and amending Purchase Orders

PG-03 only:
-Experience in developing and managing requests for proposal posted on the Government Electronic Tendering Service (GETS) for services subject to trade agreements.
