Who we are:
The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.
Risk Support Sector:
The Risk Support Sector is a cross-industry function within OSFI that evaluates specific aspects of risk management capability within federally regulated financial institutions (FRFIs). The sector’s horizontal perspective on risk informs the development of supervisory risk assessments and regulatory expectations for Canada.

Duties:
Reporting to the Assistant Superintendent, Risk Support Sector, the Chief Data Officer (CDO) provides leadership and direction on OSFI’s data strategy, ensuring the implementation of critical reforms and enhancements in data governance, quality, usage and management. The CDO provides professional oversight of a team to advance an enterprise-wide and integrated data stewardship program serving all of OSFI’s sectors. It ensures Regulatory Data Analytics’ capacity as an adaptive and agile centre of expertise and testing environment, and ensures comprehensive data governance, leading to effective and efficient knowledge dissemination in this domain, across the organization.
The CDO is instrumental in contributing to OSFI’s leadership role with key external stakeholders in the management of data performance and data risk management, the design and rollout of supporting data strategies (with requisite change management support), including the development of OSFI’s data analytical capability through predictive and analytical tools.
The successful candidate will possess varied and solid experience in the financial services industry and an in-depth understanding of current business issues and trends in the data governance and data risk management environment. Developing, coaching, and leading staff (at all levels, including Executive) is a key responsibility of this position.

ESSENTIAL EDUCATION
● A university degree specializing in data management, information technology, information security, information science, computer science, computer engineering, or another related field, OR a combination of education, experience and/or training.
ESSENTIAL EXPERIENCE

● Recent and significant experience at the executive level in a data risk management role, in the financial services industry*.
● Experience in creating and/or managing the design and operation of complex system-wide data governance strategies.
● Experience at the executive level in managing financial resources and/or managing human resources that entails building, mentoring, and coaching a diverse team of professionals.
*Financial services industry includes experience working in a financial institution, including banks, insurance companies, pension funds, wealth management firms, and accounting firms (dealing with audits), as well as government departments that directly deal with the supervision and regulation of these institutions, or other relevant areas.

ASSET EDUCATION
● A relevant post-graduate degree and/or a relevant professional designation.
● A PhD in Computer Engineering.

ASSET EXPERIENCE

● Experience in providing direction on advanced level of data analytics, and introducing and/or managing technologies needed to enable data innovation across a large organization.
● Significant experience in the development and management of data strategies in the financial services industry*.
● Experience in introducing and/or implementing change management strategies across the organization, related to data management, including data quality and data life cycle management.
*Financial services industry includes experience working in a financial institution, including banks, insurance companies, pension funds, wealth management firms, and accounting firms (dealing with audits), as well as government departments that directly deal with the supervision and regulation of these institutions, or other relevant areas.
