Intent of the process

The intent of this appointment process is to establish a fully assessed pool of qualified candidates. The results of this process may be used to staff same or similar positions for future vacancies of various tenures at Public Services Procurement Canada in the Ontario Region.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Experience:
Significant * and recent** experience conducting or managing environmental programs and/or projects in at least one of the following areas:
•Environmental impact assessments for projects in accordance with federal legislation;
•Environmental management of facilities such as but not limited to hazardous materials and designated substances surveys, compliance audits, indoor air quality assessments, drinking water quality assessments;
•Sustainable buildings management such as studies or assessments related to the following: energy efficiency, water conservation, wastewater management, sustainable use of resources, non-hazardous waste management, environmental performance building standards (LEED, Green Globes, BOMA), life cycle costing/life cycle assessment or the development and implementation of green stewardship or sustainable development programs.

Significant* and recent** experience in the interpretation and application of environmental acts, regulatory requirements, and/or technical standards as applied to real property projects and/or operations.

Recent** experience in managing contractors or consultants during the execution of environmental projects

Recent** experience in developing project management practices (for example: scope development, terms of reference, schedule development, budget control)

NOTE:
*Significant is defined as experience associated with having performed a range of activities on a variety of projects of varying sizes and complexity, normally acquired by having undertaken this work on a regular basis for approximately 3 years. Complex files would contain two or more of the following characteristics: high profile (e.g. public or media attention), multi-stakeholder, high value, multi-organizational, multi-jurisdictional (e.g. public-private, federal-provincial, federal-municipal), broad in scope, requiring broad consultations, high impact, or any other factors that the candidate can demonstrate that constitute complex.

Asset Qualifications

Education:
Masters degree from a recognized university in a field relevant to the duties of the position

Degree equivalency

Experience:
Recent experience conducting environmental impact assessments under the Canadian Environmental Assessment Act (CEAA) 2012 involving: associated component studies, mitigation monitoring, multiple responsible parties, multiple jurisdictions, permitting or assessment under the Fisheries Act or Canadian Environmental Protection Act (CEPA) or Species at Risk Act (SARA), or Duty to Consult.

Recent experience in conducting or managing projects (including sampling, analysis and monitoring) for abatement of asbestos, lead, mould or other designated or hazardous materials.

Recent experience conducting or managing indoor air quality assessments.

Recent experience conducting or managing drinking water quality assessments.

Experience in the management of projects with aspects regulated by environmental legislation such as, Halocarbons Management, Storage Tank Management, Wastewater Management, PCB (Polychlorinated biphenyls) Management, Hazardous Waste.

Experience in the application of the Federal Government’s Approach to Sustainable Development and the activities related to the Departmental Strategy on Sustainable Development.

Recent experience in the application of carbon neutrality and/or climate resiliency.

Recent experience conducting or managing environmental building/facility audits, hazardous materials and designated substances surveys or due diligence reviews.

Recent experience in the management of sustainable buildings such as: energy efficiency, water conservation, waste water management, sustainable use of resources, non-hazardous solid waste management/recycling, environmental performance building standards (LEED, Green Globes, BOMA), life cycle costing/life cycle assessment or the development and implementation of green stewardship or sustainable development programs.

Operational Requirements

Possession of a valid Driver's Licence or personal mobility to the extent normally associated with the possession of a valid driver's licence.

Able and willing to travel and work overtime.

Able and willing to travel to construction work sites and access areas of work for inspection or assessment
