Duties

Reporting to the Director, LES Pension and Insurance, the responsibilities of the Manager LES Pension, Insurance and Social Security Operations include the following:

In respect of LES pension and insurance benefits and local social security affiliation,

• Manages a team of pension and insurance senior officers, officers and analysts to ensure accurate administration of employee benefits; develops and implements operational procedures, develops and monitors delivery service standards, reports to management on service effectiveness;
• Provides authoritative input into the development of administrative policies pertaining to employee benefits. Leads the development of internal processes and procedures in order to enhance the administrative effectiveness of the operational unit;
• Manages the contractual arrangements and ongoing relationship with local administrators of employee benefits including the identification of and recommendation to management of economies of scale and other operational opportunities;
• Manages the implementation, renewal and enrolment processes for the pension and insurance benefits and local social security programs with applicable analysis and reporting management.
• Manages the development of communications materials for LES pertaining to employee benefits such as plan summaries, employee booklets and annual statements.
• Directs the conduct of developmental projects, technical studies and cost / benefit analysis pertaining to the operational delivery of an international employee benefits program.

Work environment

Global Affairs Canada (GAC) manages Canada's diplomatic relations. GAC hires approximately 5,500 Locally Engaged Staff (LES) to perform various administrative and professional duties at Canada’s missions abroad. Pension and insurance benefits are provided to LES throughout the world through a combination of local social security programs, a worldwide pension plan and local insurance and pension plans.

The mandate of the Locally-Engaged Staff Services Bureau, Pension and Insurance division (HLDP) is to support the delivery of Canada's programs and services around the world. Our services include: developing and maintaining the LES pension and insurance policy framework including the Government of Canada’s participation in local social security programs, developing pension and insurance plans for missions abroad and providing general advice and guidance to local mission management in support of local administration of LES pension and insurance benefits.

Intent of the process

The immediate need is to staff one (1) indeterminate position with a bilingual imperative CBC/CBC linguistic profile.

A pool of qualified candidates may be established to staff similar positions with various tenures within Global Affairs Canada.

EDUCATION:

• Graduation with a diploma from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE:

• Significant** experience working in the administration of pension and / or employee benefits.
• Recent* and significant** experience managing a client services team.
• Experience in analyzing and resolving complex and urgent problems related to the delivery of employee benefits.
• Experience in providing strategic guidance and advice relating to the application of pension and benefit policies and procedures to various stakeholders.

*Recent experience is defined as within the last 5 years.
**Significant experience is defined as the depth of the experience normally acquired over a period of 3 years.

ASSET QUALIFICATION:

• Professional certification in a related field. For example, Certified Employee Benefits Specialist (CEBS), Pension Plan Administration Certification (PPAC).
