Intent of the process

The intent of this process is to staff one (1) EC-06 bilingual imperative (BBB/BBB) position indeterminately in the National Capital Region.

A pool of qualified candidates may be established and used to staff similar EC-06 positions with various tenures (indeterminate, specified period, assignment, secondment, deployment, acting appointment, extension of acting appointment), with various language requirements and/or linguistic profiles and/or various security status (reliability or secret) within Environment and Climate Change Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
ED1. Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
EX1. Significant* and recent** experience providing strategic policy analysis, advice and recommendations to senior management (Director General-level and above).
EX2. Significant* and recent** experience leading research, analysis and the development of policy options on complex environmental or energy policy issues.
EX3. Experience developing and maintaining collaborative working relationships with stakeholders and partners (such as Federal, Provincial or Territorial Governments) and/or private sector industry.

* Significant experience is defined as having performed a broad range of various and complex related activities, in terms of the scope and the impact of the experience, which would normally be acquired over a period of approximately two (2) years.
**Recent is defined as the experience normally acquired within the last five (5) years.

Asset Qualification - Education:
AED1. Graduation with a Master's degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, statistics, environmental science, health science, social planning, or public administration.

Degree equivalency

Asset Qualifications - Experience:
AEX1. Experience leading the development of legislative or regulatory processes.
AEX2. Experience managing human resources.
AEX3. Experience managing financial resources.
AEX4. Experience developing strategic policy documents (e.g., Memorandum to Cabinet, Treasury Board Submissions, or policy positions for intergovernmental or international negotiations).

Operational Requirements:
Willingness and ability to work overtime on short notice.
